Rains In California may Interfere with tho strength In the barley mar ket, but at present the tone of the trade here Is firm. Some scattered eastern business is reported for brew ing with quotations from $22.50 to $25 a ton, while No. 1 feed Is general ly quoted at $23.60. The situation in the wheat market here Is firm with all Interests now freely offering on the basis of 82c a bushel for club track delivery, with blueatem at 84c. The hay market Is steady but low grades are showing no change In prices, although there continues a tendency to put a slight additional premium out for funcy timothy. The entire grain market at present Is a weather affair. While the outlook (or the coming crop in Oregon, Idaho and Washington Is very good, severe weather without a mantle of snow first as a covering would In ail probability have a bad effect. 11AKDWAHE MEN TO MEET IN SPOKANE Questions of vital Importance to the consumer and the trade will be dis cussed by experts at the sixth an nual meeting of the Inland Empire Retail Hardware Dealers' association In the hall of the Doges In Spokane, January 18 to 20. Eight hundred members from Oregon, Idaho and Washington are expected to attend the sessions. W. A. Bell will preside. The chief topic for discussion Is that pertaining to catalogue houses, the principal speaker being E. J. Mannlx of Sioux Falls, 8. D., editor of The Commercial News. Other speakers on the program are: S. Nor- vell of St Louis, editor of Stoves and Hardware Reporter; Samuel R. Miles, Mason City, Iowa; W. P. Bogardus, Mount Vernon, Ohio; Ben R. Yard man, DesMolnes, Iowa; C. L. Butter field, Moscow, Idaho; H. W. Kinney, Winona, Minn., chairman of executive committee of the National Association of Agricultural Implement and Ve hicle manufacturers; Ellis McMaster, Spokane. "The convention will be the largest attended and most Important in the life of the association," said E. W. Ev anson, secretary of the organization. "The committees ' on grievances, freight rate bureau, legislation and resolutions will pass upon several mat ters of the keenest Interest to the trade." Washington Hardware and Imple ment Dealers' Mutual Fire association will have Its fifth annual meeting the afternoon of January 19, "when, ac cording to President W. P. Lucas, there will be "an old-fashioned melon cutting." Wood row Wilson Says It Is Truly Representative Government. Washington, Jan. 11. Woodrow "Wilson, governor elect of New Jersey, In a signed statement thus expresses his views on the popular government al laws which have been enacted and constitutional amendments adopted by Oregon: "I believe the Oregon system of popular government taws has wrought a fundamental reform of previous corruption and has brought to the people of that state truly representa tive government in place of flagrant ly mlsrepresentatlve government. believe the system which has been evolved there contains the essential amendments which the people of oth er states should study carefully with a view of procuring for themselves the manifest benefits which have been derived for the people of that state." BOY NEARLY EATEN ALIVE. Chinese Child Finally Rescued from Teeth of Starving Dogs. Salinas, Cal., Jan. 11. Having wan dered into an Inclosure where a pack of starving dogs were secreted by an aged Chinese in the oriental quarter, Dong Quen Yun, an 8-year-old lad, was literally being eaten alive when his screams called a number of men to the rescue. He Is In a serious con dition from lacerations on the chest and thighs. When the rescuers beat the dogs from the boy his clothing had been torn off and the savage brutes were tearing at his flesh. How the dogs had been secreted and why Is a mys tery. The chief of police ordered them all shot. When officers went to the place they found no fewer than IS lean and snarylng curs In the Inclos ure. To Pay Railroad. Washington. Jan. 10. A senate hill authorizing the payment of $778 847 to the Southern Pacific railway company for expenditures made In 1908 on account of the overflow of the Colorado river was passed yester day by the senate. Senator Heyburn opposed the measure saying the rail road had received more benefit from Its work than it had cost. Senator Smoot controverted this view, contend Ing that the railroad had not been benefitted at all. It was the best year the farmers have known on the big project of the gov ernment, and many phenomenal crop yields are reported. The movement of settlers west ward continues unabated, but there are yet good opportunities to secure an irrigated farm under one of the hig canals of the government About 400 farms are now open to entry for American citizens. These farms range. In size from 20 to 80 acres of irrigable land, and herever .practicable an additional tract of grazing land has been In cluded, bringing the farm unit up to 1(0 acres. The cost of water right from $30 to $60 per acre of ir rigable land, and Is payable In not more than ten annual installments, ithout interest. The farms are In South Dakota, Montana, Wyoming nd Oregon. PRINEVILLE TO BOLD ROAD. Eighteen-Mile Line to Connect With Oregon Trunk. Prlnevllle. Or., Jan. 10. The Prlne- vllle and Eastern Railroad company was organized here Saturday for the purpose of building a standard guage railroad from Prlnevllle to a point on the Oregon Trunk directly west . of Prlnevllle. The company Is capital Ized at $100,000, the most of which has been subscribed by local finan ciers. The distance to the main line from here is 18 miles and the grade will be less than one per cent for the entire distance. The survey has been In progress for several weeks and near enough complete that grading will be commenced on the Prlnevllle end of the road within a snort time, Men prominent In the organization are T. The Amerl can Sugar Refining company has de poRlted $700,000 in cash In the United States treasury to compromise Its civ 11 liabilities In the sugar drawback frauds at New York. Secretary Mac Veagh probably will accept the mon ev tomorrow for the government, Henry A. Wise, district attorney New York, and attorneys for the de partment of Justice had advised the secretary to take It.
