Ques tions of vital public and civic Interest will be discussed by citizens who have given the subjects the most thought and study. Holidays at the university will be declared, the students will at tend the sessions in a body. Tho reason for celebrating Com monwealth Day by the university Is found In the theory that Oregon's best capital Is the high purposes of its ln- elligont citizenship. The conference and discussions are directed simply to organize and apply this capital for ffectlve achievement for the good of the people of the state. It Is believed that the example set before the young people of the state can not but lift to a higher plane the life of Its citizen ship. The scope of the university's effort as a servant to better citizen- hip is being extended and systematiz ed, with a view of Infusing into the plrit of Its students a stronger sense of obligation for the welfare of the state as a whole. One of the leading subjects for dis cussion at the coming conference will be tho Improvement of country life conditions, so that they will outshlno those of the city In the eyes of the country boy and girl. The conference will also aim to pro mote the building up of health con science among the people, so that they will know menaces to public health, shun practices detrimental to It, and make a vigorous and persistent fight for raising the physical efficiency of tho people of the state. The social service of the physician, his training for It, and his duty towards it, will be discussed. The enlistment of the members of the bar of the state in active and constructive work for securing largest and most economic Justice through awg and courts of the commonwealth will be another aim of the coming conference. The women of Oregon sustain an unusually large number of clubs and other organizations for the study of problems of social welfare. The uni versity is especially desirous that the nentiment created amongst the Intel ligent womanhood of the state shall be made effective In achieving social betterment. The coming conference will consider ways of co-operation with the women's clubs. The alumni of the university, as beneficiaries of the state, are of course, under obligations for effort towards encouraging and co-ordinat ing all social aeeneles for common wealth uplift. WILL GET POSTAL SAVINGS HANKS Government officials are preparing to open the first postal savings bank In Oregon at Klamath Falls the first of next month. The bank Will be the only one in the state and will be much In the nature of an experiment to learn whether or not such Institutions will be popular. There Is no chance or Portland having one for some time to come. Postoffice officials generally are not enthusiastic over the postal sav ings bank experiment, chiefly, they say, because of the nature of tho law passed by congress. They claim the experiment will be very expensive, that it cannot bring any returns to the government under the present law and that It will necessitate the expenditure of millions to make It of benefit to many people. They blame the Interference of the bankers of the country and the con sequent emasculations of the law for what they fear will prove to be its In adequacy. Interest is fixed at the very low rate of 2 per cent with In Itself will not prove attractive, It is feared. But the law provides that tho money shall be loaned out to the banks by the government at 2 1-4 per cent and that not more than 65 per cent of the deposits shall be loaned out at one time. Thus the actual In terest feature alone will cost the gov ernment something over 43 cents for every $100 deposited, to say nothing of clerk hire and alterations In post office buildings necessary to accom modate the banks. To establish a bank In Portland It would bo necessary to rent a building outside of the postoffice and the num ber of clerks required would be con siderable. Until the size of the ap proprlatlon for savings banks Is in creased there Is little likelihood of their being established in the larger cities. The appropriation for this your was only $225,000, barely enough to start the banks In a small way.
