South Omaha, where the local packers secure practically all of their Imported stock was 16c and 25c higher today and has been unusu ally firm recently. The bulk of the sales were from $7.35 to $7.60 today and It cost $1.10 per hundred .pounds to bring the supplies to the coast. J. C. Davis of Shedd, Ore., was the only shipper In the yards today. Short covering in the December suddenly changed the situation and under the guidance of this option the rest of the market recovered Its loss es and closed l-8c to l-4c higher than yesterday. December held a gain of 1 l-4c a bushel at the end of today's session. Liverpool was very weak on ac count of Argentina Influences. I am glad to say that under the appropriations made for the department, the attor ney general has Improved Its organ ization that a vast amount of litiga tion of a civil and criminal character has been disposed of during the cur rent year. in a special message last year I brought to the attention of congress the propriety and wisdom of enacting a general law providing for the Incor poration of Industrial and other com panies engaged in Interstate com merce, and I renew my recommen dation in the behalf. The president then discusses the need of cheapening the cost of litiga tion by simplifying Judicial procedure and expediting final Judgment, rec ommendation made In his last annual message of a law regulating the is suing of Injunctions in equity with out notice in accordance with the best practice now In vogue. Discussing postal savings banks the president says: Arrangements have been perfected so that postal savings banks will be opened in some cities and towns on the first of January, and there' will be a gradual extension of the bene fits of the plan to the rest of the. country. The postmaster general has been able to make his estimate of expenses for the present year so low as to keep within the amount the postal service !s expected to earn. Upon the recommendation of the postmaster general I have included In the classified service all assistant postmasters. I think It would be wise to put in the classified service the first, second and third class postmast ers. In my last annual message I in vited the attention of congress to the inadequacy of the postal rate impos ed upon second class mail matter in sofar as that includes magazines, and showed by figures prepared by ex perts of the postoffice department that the government was rendering a service to the magazine, costing, many millions In excess of the compensa tion paid. An answer was attempted to this by the representatives of the magazines I ugree that the question is one of fact; but I insist that, if the fact Is as the experts of the postoffice department show that we are furnish ing to the owners of magazines a ser vice worth millions more than they pay for than Justice requires. Of the naval program, the president says: The estimates of the navy depart ment are $5,000,000 less than the ap propriations for the same purpose lust year, and included in this, is the building program of the same amount as that submitted for your consideration last year. It Is merely carrying out the plan of building two battleships a year, with a few needed auxiliaries I hope that this program will be adopted. The president recommends that tho secretary of the navy be authorized to make the necessary expenditure to create at Guantunamo a naval sta tion of sufficient size to serve as an emergency naval base. The president calls attention to Peary's discovery of the North Tolo and adds: I recommend fitting recognition by congress of the great achievement of Robert Edwin Peary. Card of Tlinnks.
