The control ogrlcultnral hall, the armory, the heating plant and the new range and greenhouses for the hor ticulture department are all to be com pleted ready for occupancy at the opening of the first semester. Their construction has cost, In tbe aggre gate, some $134,000, adding greatly to the facilities for Instruction nnd scien tific research. When the horticulture building, now housed In the south end of the new building Is added as a south wing, the whole will compose one of the largest and most imposing edifices on the campus. The agricul tural hall also contains at present the departments of botany and plant pathology, poultry husbandry, art, zoology and entomology industrial pedagogy, and the offices of the dean of the agricultural achool and the ex periment station. The new range of green houses, costing $7,000 gives the horticulture department a total area of 6,700 square feet under glass. These build ings are constructed with a central two-story house, with five under glass, three of them 90x20, and two 33x20 feet. Hot water heating ap paratus will keep any one of the hous es at any desired temperature. The $40,000 armory the largest of Its kind In the United States Is a steel reinforced concrete structure 356x128 feet, with a drill hall furnishing an unobstructed area of 16,000 square feet and facilities for 1,000 men. A heating plant for the buildings of the south side of the campus, of reinforced concrete, contains a 250 horsepower boiler, and cost $3i,000. A considerable amount of new equipments hos been added, and will greatly facilitate instruction during the coming year. Don't Break Down. The court of first instance at Cherbourg has Just been hoaxed by am an named Cagnlnrd, who, posing as a qualified barrister, appeared in court and successfully pleaded in a divorco case on behalf of one of his friends. His plan of operation was to per suade another -woman to receive the legal summonses Instead bf the real wife, who knew nothing of what was going on and so could not fight the ease. Cagniard, giving himself out to ho a barrister of the court of appeals of Paris, then appeared in court In a barrister's robe, pleaded eloquently and secured the Judgment, The trick was found out, however, and the court has taken Its revenge by sentencing the hoaxer to six months' Imprisonment by default for he has not yet been caught. From the looks of the whop windows, where autumn modes are beginning to make an ap pearance and also from reports re ceived from the fashion marts of ParlH, London and Vienna, it. Is cer tain that the raguor this clever com bination of old favorites Is only be ginning. In a sense It is practically a new vogue, for we have a wonderful sup ply of new rubric for fall frocks, re gardless of the occasion. The tailor, house, reception, dinner and theater gowns will all appear in a wider va riety of fabrics than ever. Many are familiar favorites glorified by the latest achievements of the manufac turers art and dignified by new names, invariably French, but In most instances the fall materials are rea sonably priced and the average wo man with an ambition to be well dressed will be able to realize her aimss In this direction. The checked and striped fabrics are going to score heavily, whether developed Into house or street gowns. All of the season's beat fabrics show these patterns. They lend themselves to combinations with the new shades of color, of which there are about a dozen ultra-fashionable ones, of which mention will be made later. Trimmed, too, with their own ma terials, these new checked and strip ed effects are delightfully smart. One of the most successful little frocks for semi-dressy wear comes from Paris, developed In black 'and white silk.' It Is a pattern easily duplicated in the less expensive fabrics and boasts no trimmings beyond bands of Its own. The skirt, which Is walking length has two frills at the bottom, but Instead of being gauged they are laid In narrow sldS plaits. Each frill Is headed with a narrow fold of the goods. Bias folds, stitched around the skirt and bodice, where they are Joined, serve the dual purpose of bolt and bodice trimmings and there are shaped bands stitched over the shoulders to further embellish the model. Many of these new frocks embody styles that have been seen through the summer and given new touches to make them answer the requirements for a new season's modes. Particu larly smart Is a model made of two tone striped material, with plain cloth the color of one of the tones. The plain cloth makes up the front pane of the skirt and the deep band at the bottom all around. The gown is of princcsse style, the front panel being broken only by the odd cross-over Jacket effect, which Is of the stripe, and which makes the sides and back of the skirt to the deep band in a sort of long-coat semblance. The hips have a satin band outlining a Jacket length, and the same bands outline the cross-over fronts of the jacket and trim the long sleeves. The deep V of the yoke is filled with shirred chiffon of the color of the plain ma terial over white, and the shallow yoke above it is white lace. Among the most charming of the new styles are frocks of soft materials 'n dainty new colors exploiting the minuet bodice combined with the pan el front. Asperge, which is a beau tiful new shade of green looks well In satin voile. A frock for afternoon wear In asperge satin voile has the bodice cut after the pointed effects of the minuet days, but instead of ending in sharp points at the waist line back and front, the points extend in narrow panels. The sides of the skirt are gauged to hang full from the hips to the floor, the gaugings be ing held In here and there with bias folds of tho dress material piped with narrow folds of black satin. The up per part of the bodice is cut out to accommodate a gulmpe of delicate green chiffon tucked and edged with bands of soft black satin. The little yoke is of bebe crochet lace. A second gown of striking effect Is made In Russo blue silk nun's veil ing. The bodice is gauged about the waistline where It Is attached to the upper part and the yoke If simply outlined with very elegant embroid ery. The bottom of the skirt is cut in deep points, held in rather, closely, but by no moans to the proportions of hobble lines, and stitched to a deep band of plain satin. A number of very successful frocks for dinner and theater wear are made over striped and checked silks, while others equally dc rigeur are of thin striped smoke-grey tone is made over ibis pink satin and has a guimpe and underslcves of dull gold net with an edge of Sovres blue satin. This is worn with a hat in Leghorn blue sat in trimmed with blue feathers. In hats there is a host of new shapes, many of which have wide brims turning up sharply against the crown all around, though higher at Mie point than at another. This highest point Is very frequently at the back, the width of the brim less ing toward the front; and the crown, plain or draped, usually follows tho same lines, sloping forward toward the back. As black is shown upon -frocks and wraps, white is often introduced up on the new modes In millinery. This gives a little relief from the prevail ing note of sombrcness without de tracting from the piquant simplicity toward which Dame Fashion has set her heart. Hats both large and small are the correct thing. It is not so much a matter of taste as one of occasion. For the tallormadc nnd general out door wear the small hat is in demand, while the very large ones are reserv ed for dressy purposes. Many of the shapes are made with reference to the soft puffs and curls, etc., which have crept into the back of the mod ish coiffure and are quite impossible with closer hair dressings, for though a halo bandeau may keep the hat from totally eclipsing the head the crown amplitude at the back calls out for hair to fill It. The unhappy fate of the pariah dogs of -Constantinople has roused the anti-cruelty societies to action. The Royal Society for the Prevention of Cruelty to Animals is appealing for funds to have the ani mals mercifully destroyed, which will not be done without serious trouble with the Turkish authorities. When the Turkish authorities de cided to clear the streets of these half-wild dogs, they were obliged to respect the Mohammedan prejudice against shedding animal blood. There they are ex isting in a terrible state of starvation and disease.
