'It Is a mistake to suppose that vampires are bats or mythical things" said Miss Beverldge. "There nre human vampires and we meet them dally. Are not Carnegie and Rockefeller vampires of finance? Isn't Pnrchewski a vampire, and wasn't Farasntc a vampire- and why? IVrause every woman leaves a Pade rewskl or Sarasate concert exhausted, completely vampirlzed. The scandal has grown out of the custom of permitting the "bobbles" to receive tips for services to citizens. The wage of a London patrolman Is small. He is regarded by householders as a sort of servant and treated as such, and London ser vants are well treated. The police being needed to preserve order out side the church at a recent fashion able wedding a sum of money was handed to a higher official to dis tribute among tho men. An Inspec tor, who has lately been disciplined, charges that the money was misap propriated, and the men of various police stations have so far shown their sympathy with him as to refuse to go on duty. The inspector has carried his case to the home office. In Itself the mat ter seems trivial, Insufficient to arouse so much Indignation. There seems to be a strong suspicion of more general corruption in the man agement of the force. The present commissioner, Sir Henry, Is a man of high character, who served as as sistant to Colonel Rradford, and has a distinguished record. RAXniT IS SCION OF ARISTOCRATIC FAMILY Sin Jose. More than six persons have identified the bandit captured In Stanislaus county under the name of Charles P. Tevls as Chris, Myrtle, wayward son of one of the oldest and most arlsticratlc families In the state. Tevis. who is charged with having shot to death one of his own band of desperadoes to prevent him from fall ing into the hands of the authorities after being wounded, has been Iden tified ns Myrtle by Mayor Peter Mar tin of Alvls6, John Martin, the may or's brother, and other persons who claim to have known the Myrtles since childhood. Young Myrtle left home about six teen years ago and has not been seen by any of liis immediate relatives since. Mrs John Graves, wife of the big distiller, is a cousin of Myrtle and Mrs. Hughes, a sister, is the owner of the Alviso hotel. Since his arrest the bandit refused to discuss his affairs In any way, and lias not admitted to the authorities any of the facts revealed by a mem ber of his band that made a confes sion immediately following his cap ture. lSTOX CHURCHILL IS AI.DR1CII OF ENGLAND Ixmdon. Mr. Winston Churchill has boon named the Nelson AV. Aid rich of British parliament. On tho very day that Mr. Aldrlch made hla famous plea to the senate to run the American government upon business methods. Winston Churchill made his first businesslike 'speech of tho new parliamentary session. After all there is a great deal of good old Yan kee forethought and system in Churchill's makeup, for his mother is an American and one of the most bril liant women in England today, wheth- r viewed from the social, political, ar- , tMc or litorary standpoint. Mr. Churchill was not able In his speech a few days ago to say any thing very definite with regard to his party's plans, but he at least stat ed briefly nnd frankly what the sit uation Is. He admitted that the cab When Rubbers Become Necessary And your shoes pinch, shake lute joar hoes Allen's FootFaae, the antiseptic pnw j-,- ti, it cures iialnml. swollen ,.Mr tlr ri,Erc Address. He called attention to the folly of threatening the lords when such charges were Impending. In arguing thus publicly from an understanding between the parties, which is gen erally believed to exist and Is at tested by the weak and colorless ut terances of the conservative leaders, Mr. Churchill demonstrated that he, at any rate, Is ready to set to work.
