Thus if a series of pictures were ta ken of some event at a city such as Newcastle they could bo rapidly pre pared for the telegraph, and a fac simile reproduction of the event seen immediately on a screen in London. M. lielin uses a paper photograph f quite un original type as the send ing "record." An ordinary halftone newspaper illustration, if examined closely, is seen,' to consist of innumer able dots of various sizes which com bine to form the picture with Its light and shade; M. Belin's paper records consist of innumerable perforations in a sheet of paper, each hole of a certain size and corresponding to the dots of a halftone photograph. This Is laid on a metal base and drawn along under a set of metal brushes; the wider the holes the more contact there Is between the brush and the metal underneath. By this means the amount of electric current sent to the distant viewing screen Is varied. Gives I,ife nml Motion. The currents of various strengths are made to. The practicability of the idea has already been tested between a suburb of Paris and a station in Paris itself, but M. Belin has not yet constructed a receiver capable of more than dem onstrating that the idea is not a vain one. He claims that television with se-l-nium is not practicable, owing to the slowness with which the selenium "cell" responds, to changes of light, while his own apparatus Is purely me chanical precision, should solve the problem of transmitting "living" im-agi-s oter the wires. If Boston gets him he will be turned over to Sacramento. Almost any man can find a friend who is willing to help him break a resolution. BAKER CITY GROWING EXTREMELY RIGHTEOUS Baker City, Ore. The last move ment in the Sunday closing of saloons and a general tightening up of loose ends In Baker City occurred Thurs day night, when ordinances were passed by the common council regu lating in every detail the retail and wholesale liquor business. Not only saloonrt, but cigar stores and poolrooms, come under the ordi nances, and the youth under 21 years of age is not only protected from the liquor traffic, but he Is also pro tected from card tables and pool and billiard tables as well. There Is no moral wave here, and no agitation, but the better element of saloonmen desire to conform with the law and ordinances. AH boxes have been ordered from restaurants and special attention is given against allowing women In saloons and gamb ling In any manner. They are housed and fed by the master and mistress, their teachers. Curious Incident Marks Recent Vienna Court Function. Vienna A curious Incident which occurred at the recent court ball has excited much attention In diplomatic circles. As wife of the dean of the diplo matic corps, at present Herr von Tschlrschky was considered entitled to the escort of Count Aehrenthal, the foreign minister, In the procession to the ballroom Immediately behind the imperial . and royal personages. Count Aehrenthal, however, re quested the papal nuncio to escort Mme. Tschirschky, and he himself escorted Lady Cartwrlght, wife of the British ambassador. There Is a dis position in certain quarters to mag nify the Incident, and to suggest that it is not unlikely to have Important political consequences. The court "officials, however, deny that Mme. Tschlrschky has any spe cial privileges, and assert that Count Aerenthal has a right to escort any woman. Sir Richard Burton was dispatched on a mission to the king of Dahomey In 1863. Senator Chamberlain is preparing to Introduce a bill pro viding for final disposition of all lands In Indian reservations In Oregon. He hag gathered Information that only 3669 Indians remain on all Oregon reservations, many of whom have had their allotments, and that 1,274,114 acres remain unallotted on three res ervations, as follows: Warm Springs, 322.108; Umatilla. 79,820; Klamath, 872,186. The bill is designed as much .for the good of Indians as for whites, by giving such Indians the benefits of education, development and self dependence, at the same time releas ing to production large areas now clos ed. Senator Bourne has Introduced a bill to compel vessels carrying 50 or more passengers plying on the ocean from United States ports to carry wireless telegraph equipment, In pen alty of $1000 fine for vlolatiolns.
