Dos Moines, Iowa, June 23.--Tlie democratic state convention here to morrow will be among the most inter esting contests in the political history of the commonwealth. Delegates are all here today for the preliminary skirmish and the corridors of the Sa vory hotel echo with the hum of politi cal discussion. While those In favor of the re-affirmatlon ot the Kansas City platform and the clement radi cally opposed to such action aro pur suing a vigorous button-hole campaign to enlist recruits under their respect ive banners some ot the old wheel horses of t!:e party, men of undoubted Influence, are hard at work In tho In terest of harmony. If their efforts prevail something In the shape of a compromise will be patched up. the money Issue will bo Ignored and the campaign fought out along the lino of government ownership and tho tar iff question. Radical or Conservative Platform. Kroni Indications, however. It seems certain that there will be a contest to determine whether the Kansas City platform shall be affirmed, another to determine whether a plank demanding government ownership of railroads shall be Inserted In the platform, and a third to decide whether Judge An thony Van Wagenen. of Sioux City, shall bo the candidate for governor, lt is conceded on all sides that if it were not for his attitude on the ques tion of re-aHlrmntlon Van Wagenen could have the nomination by ac clamation. As It Is. he will proba bly ho named unless the re-afllr'ma- tlonlsts obtain complete control of the convention and at tho same time find someone willing to accept tho nomlnatlou which they liavo uoen unable to do so far. Van Wagenen opposes ro-nlllrma-tlon ami demands t lie government ownership Issue. HIk nttitudo com bines to form a unique situation. Tho le-afllrmntlonlMs nre largely favora ble to government ownership, but they Insist on realllrmatlon. The Van Wagenen group believes It Is time to drop tho money question, but In sist that a radical platform must be made, and that government owner ship is the thing. Tho third group, the cold democrats, want neither re alllrmatlon nor radicalism: they would adopt resolutions o. a conservative nature as a forerunner of a national platform next year that would court the favor of the Eastern capitalists for a fight against ltooseveit. Whether a combination of two of the throe tactions can be successfully formed to control the convention Is a matter of doubt. If the re-ainrma-tionistH could be vanquished, or if Van Wagenen could be brought around to support re-afllrmatlon, which ap Iears Impossible, tho atmosphere would clear Immediately. The govern ment ownership Issuo could be set tled without much difficulty it Is be lieved. Hither the convention would swallow a plank declaring for gov ernment ownership, or the Van Wag enen forces could be persuaded to be content with a resolution declaring Iu favor of the government purchasing one railroad to run It ns an experi ment. This out ot the way Van Wag enen undoubtedly would be named without further opposition. As to the Tariff Question. A number of tho party leaders aro In favor of the democrats adopting as their tariff plank the "Iowa Idea" expicsslon used by the Iowa republi cans tho last two years, but which the latter will probably abandon on the ground that it Is too radical and decisive In effect. This. It Is urged, would force the republicans Into a dllllcult posltli:t on the tin Iff, ami compel them to tulk a good deal about It. With such u tariff question, and with tho public ownership plank prom Incut, the democratH believe that the republicans could be kept busy explaining, and would have little time to revert to the old Issues of 1890 and 1900. One of tlio leading democrats of til') btule, who Is striving to bring about harmony, gave it as his opinion this ufternoon that tho convention will first, after a hard fight, reject re alllrmatlon; then, after anoiuer strug gle, adopt the Van Wagenen govern ment ownership platform by a rather close vote, and then that Judge Van Wagenen will ho nominated, likely without opiM)slllon. The convention will consist of 8G3 delegates. It will be called to order at noon In the Auditorium. J. H.
