Preparations Will be Made to Call Out a Large Public Gathering to Hear Irrigation Project Discussed Good Result of Work of Oregon Delegates to Convention, Elwood Mead, chief of the bureau of investigations of irrigation, of tho United States government, will bo In Portland May 10 on his way from California, where he has been the past two months, to Washington. Mr. Mead is one of the greatest authorities on Irrigation in this coun try. He has agreed that It will bo possible for him to ston in Portland long enough to deliver an address to the pooplo on tho subject of govern ment Irrigation work throughout the arid west. Mr. Mead's interest In Oregon and her wants In the way of government improvement has been stimulated through tho meeting with tho dele gates from Portland who went to Col orado Springs to tho National lrri gatlon convention last year. At that convention the delegates formed a closo alllanco with Mr. Mead, and by subsequent correspondence with him while at Berkeley University it was arranged for him to visit Portland. A.
