MUTUARY ' C. 1 REVOKE PERPETUAL FRWSES Special Committer Asks That Legislature Turn Authority ' -; "Over to Council, t ;y RESULT OF INVESTIGATION I - . OF CAS COMPANY KJectrio Company and Sontken? Fa ... Jciflc Also Hold Franchise .'arajit rd by IMature, . Whk;h Council' ' rn mi XammltM Want Renraled. ' 'In ths' "report.;.. K ; ubmltted'1 to tfca rouiK-ll thla afternoon, the special com mittee appointed to investigate chare-e against ths Portland "company rec ommends that' all perpetual, franchises granted by the territorial and state h'CiHlaturea be revoked, , and the con trol of thee franchises, so far as they affect rortland, be lven to tha coun cil. , The companies which claim perpetual franchises are the Portland Oaa com' panjr, tha . Portland General . Klectrlo company and the Southern Parffle Rail way company. The Southern Pacific clalma perpetual. rights on Fourth street under a franeihse (ranted to lta predecessor, .the Oregon California Kuilway company. Tha Southern Pacific. It la under stood, ia perfectly willing to gift up Fourth street on account of tlio heavy grade, but it wants another--treet In exchange. The Portland General Jleo trie company does not want any com petitor, and it ' will probably make, a fight against the revocation of lta franchise-. ' .. .' ",' . The report' was agreed upon at the meeting, of the committee" yesterday afternoon, after i It- had bad tha testi mony .asalnst the gas company under consideration for. about 11 months. The committee found that tha gas furnished by the Portland OaS company was of poor quality; -that the -company-has grossly overcharged the. public for the gas -1t lias furnished, ' and that the company's methods of deullng with the publlo are cumbersome and unsatisfac tory, t The commlttea recommends that all grants of public utilities to any person, firm or Individual be under the general supervision of toe council, wun power to regulate aa to prlie, si'rvtce and qutillty. The coinlttee asks the council to send a delegation to the lcgixluture to argue for the revocation of the franchises. As the legislature will be in session only two weeks longer, immediate action ll urged. If the franchise of ths gas oomj pany should be revoked the members of the committee, expressed themu'lvea as being In favor of granting the" com pany the' preference over any other ap plicant for a new franchise. The same preferetHa ' was" expressed for-the else trio company. If the Southern Pacific franchise shoul.l be' revoked the com mlttea believed the new west side route Into tha city should be , fixed by , the council. ' '.,.
