The National Irrigation Association, with headquarters m Chicafo. Is do Ing good 'or,t ,n rotnf Public In terest In the question of irrigation of th rkl lands of the I'nlted State. It haa Just Iwued a. map of the Unlt k1 Stato which U divided on the ninety-eighth degree of longitude, which ahow that the territory east of that degree contains VUtS.OOO Inhabitants, while the portion west of that degree contain! but VH.000. When It la con sidered that the entire arid area of the ecuntry la of ,h ninety-eighth degree, the significance of the map la apparent. There la do more Important question before the American people today than that of reclaiming our arid lands and bringing them under cultivation. One third of the entire area of the United State exclusive of Alaska is public land, and Irrigation would transform IflOAV.W acre of this lan I from a des ert waste into fertik fields which would sustain a greater population than the whole of the t'nit-d States contains today. It would open new op. jsirtunlties for millions of worsers and home-builders and enormously increase the home markets for American mer chants and manufacturers, in parts of our territory now wholly desolate and uninhabitable. The benetlt resulting therefrom would reach every class of our people and every section of our country. President R.wwevelt. in h' message to congiess, iers-ly sets forth these benefits. He said: 'The reclamation and settlement ( , the aril lands will enrich every nr- bull dine by an underground passag-. The bill for the creation of a fed era! naval reserve, which has Jus been introduced In both houses i f con- gTes. Is framed along very broad lines. It has the enthusiastic support of the navy department, and stands a very good chance of passage. Ir appropri ates I.TA'aiO for expenses Incident to enrolling, training and Instructing the naval reserve, and that amount i to constitute a continuous appropriation to be and remain available bntll ex pended, for the purpose of continuing and maintaining, under the direction of the secretary of the navy, the en rollment and Instruction of the naval reserve. Adjutant-General Gatenbeln, of the Oregon national guard, think that the bill will unduobtedly .ass, and that it means much to Oregon. Under Its provision It will be possi ble to organize three ships' companies in this state. Each company will com prise 60 men. Two can be raised in Portland and one at Antorla. Under the new law everything will be nation alized, and the state will be at no ex pense for the naval reserve. With thr.e companies here. Oregon will be entitled to a trainlngship permanently stationed in the ''olurr.bia and avail able for the regular routine work of the naval reserve.
