There is widespread discontent every where, but the people, aft t long suITor tng, are accustomed to endure much before showing it. The tendency, therefore, Is to endure much, stifle com plaint ar-d postpone action. Under previous administrations, debt has grown steidily with rvsultant in creae of Interest payments and taxa tion, which has now become unbearable. The present crisis has been precipitat ed, however, by events of secondary im portance. A few weeks agv), there were riots in Rio Ja-eiro over an atfmpt of a tramway company to make a slight Increase in fares. Under tn order of the ministers of Justice and Interior the pollc fired ujvm the people an i fiiled several. The riots continued, however, to the surprise of everybofly and the company was compelled t3 restore the old fares. An effort made by the ministry to se cure new regulations for the govern ment of the higher schools also prov ed unpopular and enlisted the students In the ranks of the, opposition. And In addition to this the disclosure a few weeks ago of a series of scindals In connection with the supply of the na tional capital with fresh beef, which though a municipal service, falls un der the supervision of this same min ister, has aroused opposition to the gov ernment to fever heat. It has proved that diseased meat had been sold to the public and that the r.rlnclnal and sanitary officers charg ed with the service of Inspection hal been accepting bribes to p.vss the meat. The news from P.ij Janeiro to the effect that the minister of Justice and the interior, the chief of police, the mu nicipal medical inspector and the direc tor of the medical school have ail re signed, shows that the opposition has won a decile! victory.
