In a special dispatch (?) to the Bud got, dated Manila, April 4, we are In formed that "the commission com pleted this afternoon the code of proce dure for the Philippine Islands." Last night's Telegram Informs us that the work was accomplished five weeks ago. Strang? that the Telegram should have J made such a mistake'.! China appears to have thrown down the gauntlet to Russia and stirring times are again likely In the far East. It Is not to be presumed that Russia will give up her pretensions to Manchu ria through failure of their recognition by China nor through fear of any sep which Japan may take. Nevertheless, the latter country seems disposed to re sent the absorption of Manchuria, by force of arms If necessary, and the ne cessity is likely to arise soon. The proposed visit of Agulnaldo to the United States should be encour- aged by the administration. RUSSIAN REVOLUTIONISTS. X?w York Tribune. The Drecise nature of the revolution ary movements in Russia is nut always easily to be ascertained. There are at least two kinds of revolutionists in that country. They are often confounded the one with the other, and indeed there sometimes seems to be co-operation between them and some community of action. They are, nevertheless, in SDlrit and in purport quite distinct, and in their appeal to human sympathy are as fur apart as trie pos. The one kind, by far the better known, consists of Ni hilists pure and simple that is to say, of thise who are opposed to all gov ernment, dll 'aw, all authority, and who' hurl bombs and murder rulers simply ' for the s-ilse of destroying things which I they hut-.' with the Mind, unreasoning . savagery of a mad dog. Such crea- I tures are equally ready to slay a Rus sian emper-jr or a French president. Toward them right minded m--n can have no sentiment save that of utter detestation. We are not sure that such ' are more numerous in Russian thin ' elsewher. though they are far too nu merous there. But there Is a popular tendency toward regarding all Russian revolutionists of that type, which Is a great mistake. They rtre nut destroyers so much as reformers. They do noi hate government, but desjHHism. They are willing that ihe emperor shall live and continue to r-lgn. Hut they want hint to be a constitutional monarch, and they want Russia to place herself In line with other civilised nations In gov ernmental affairs instead of clinging to th-. warst features of ihe dark ages. It Is unhappily true that these latter too often give way to elemental pas sions and resort to violent means not distinguishable from those of the Ni hilists. When they do so they deserve to b. d-alt with accordingly and for 'feit the sympathv with which they would otherwise be regarded. Unhap pily, too, their hencvoleni enterprises are often tikn advantage of by the Nihilists for the furtherance of their abhorrent propaganda, and are thus brought to naught and into reproach and condemnation. The nature of the present agitation Is not yet clearly revealed, and It would scarcely be Judicious to approve It as a laudable seeking for constitutional free dom or yet to denounce it as purely criminal Nihilism. Ther- are In it symp toms of both qualities, and It may be that both exist. It is to be noticed that the students are ccr.spieuous in It. As a rule, students are constitutional reformers rather than Nihilists, though they soim'.Imes adopt the violent pro cesses of the Matter. Vera Sassulitch. who nearly killed the notorious Chief of Police Tr.'pofP twenty-odd years ago, was h stud-nt. So is Karpovitch, who recently tried to kill the minister of education. Bogoliepoff. Peter the Great re ninded his people that they were the youngest race in Europe, and therefore destined to universal mastery, and his chief legacy to Russia was that ideal of "manifest destiny," saying to Gaul and Teuton and Anglo-Saxon, "Go away, you old peoples!"
