A dispatch to the Tribune 'rom London says: Lord Wolseley's speech In the house of tords will be his last .word in the conduct of the South African war, since he will start next week on his mission as a special ambassador to announce the death of Queen Victoria. When the Duke of Bedford was mov ed to make critical remarks on the mil itary adminls'ra'ion. Lord Wolseley took part In the debate with the air of a candid friend who was forced to say something against his will. This de bate exposed him to an unexpected at tack from Lord Lansdowne, and Lord Wolseley came out as some of the Brit Ish generals did from a Boer ambus cade. He is now compelled in self-defense to return to the subject and to reply to Lord Lansdowne's charges. He has been consulting Lord Salisbury and other friends and may cause the gov eminent much annoyance. At the outbreak of the war the In telligence department was held respon sible for miscalculations regarding the Boer resources, but the reports now In mint prove that It was not at fault. Lords Wolseley and Lansdowne and Mr. Chimberlain and the entire cab inet were caught In a Boer ambuscade and should be held Jointly responsible for lack of judgment In underestimat ing the magnitude of the military op erations In South Africa. The tangible assets are reported to be the lease of twenty-five and a half acres of the Bluewlng property at Car- tervllle. Mo., 110 acres of the Free Coinage property, and 48 acres of the Mavne property, south of Galena, Mo, The property Is said to have been ap praised at $33,000. There Is a mort gage of $.",0,000 which leaves assets of $'3.0O0. W. Duprey, a bxal stockholder, ald that through the agent of th" 1. S. Express Company at Joplln, Mo., he was informed that the Bluewing mine alone was worth $X30 gross a week and deluding $400 for Mlarleu and $230 for coal and powder, a net profit of $200 would remain. If New York will provide the sites and maintenance he has promised to give $3,200,000 to establish sixty-five' branch libraries In this city. The offer was made in a letter to Dr. John S. BilHngs, director of the New York library, last Thursday. The cor-respond-nce In connection with the of fer was made public tonight. Carne gie's letter to John S. Billings says: "Our conference upon the n3eds of the greater city of New York for branch libraries to reach the masse of people In every district has con vinced me of the wisdom of your plan. "Sixty-five branches strike one at first as a very large order, but as other cities have found one necessary, for every 60,000 or 70.000 population, then, estimate the cost of these libraries at JSO.OOO. being $5,200,000 In all. "If New' York will furnish sites for . these branches for the benefit of the masses of the people, as.
