There is a large class of human vampires who derive their livelihood from the corruption and degredation of those who In a few years are to be the rulers of the common wealth. They furnish pleasures which are seductive and allure many, a boy to ruin who was only tempted by the dearth of more wholesome surround ings. The effort to exterminate the devil is still attempted by a great many old-fashioned reformers, but the substitution of wholesome attractions for the vicious is being more and more recoeniaed as the better, because more effective, mode of reform. Deprived of opportunities for open vice, man Indulges In secret sins, adding hypocrisy to his moral turpi tude. Depravity Is not innate In man. It is a product of one's surroundings and training. Just as is morality. The character of the boy is unformed. Provided with clean, attractive amuse ments and pleasures under moral in fluences, there .will no longer be any excuse for his falling into evil habits. Half the battle for good clti senshii) will have been accom plished. The entire community Is benefited by any movement m'hich tends to create a higher quality of manhood. It is precisely on this ground that churches are exempt from taxation. The boys' club now being planned will doubtless receive the hearty co-operation of the entire community. It has been long needed and is being organized under th? brightest auspices. It wili not be a se vere tax upon the community to keep it running in excellent style and the amount of good and pleasure which the boys will derive from it will mere than compensate for the outlay. And It seems to be the .minion of this Journal that It Is within the power, and that It will he to the advantage, of European nations to erect tariff barriers against the United States as ve have against them. And vt It Is not the simple matter that this .Haement of the case would seem to Indicate, If tariff barriers could be rolled upon to keep out for eign competition without at the sam' lime Inflicting internal damages upon the nation erevting them, tlii-y long since would have bien tried by Euro pean nations. Hut the prime requisite for a successful protective tariff Is a rapuity to produce as well an J as cheaply as the foreigner who is dis ci Iminatcd against, and trv absence of this condition makes' a protective tar iff an absolute Injury. We know from our ow n experience that a new country abounding with untold riches in raw um. rl il n.ty build up its industries by k-Hplng cut the tranufacturos of these materials, but that is scarcely the condition of the European nations. In Germany, Fiance and England the business of manufacturing has boon re duced to its snat t pcint of economy that is. in oonsi loration of their tradi tion.il wmvs and methods. And until these countries undergo a thorough eco ncniio an I in lustri.il revolution and learn t imitate the efficient system of the United States, th-'y cannot hop.' to compete with us. And even then the success of the competition would be doubtful for the r-ason that our raw nnterials are nore pi-'ntiful and mor? cheaply produo-d. An,!, in this con nection, it is well to remember that Eng land, France and Germany are not com pl.iin'ng so n uch of our competition on their own soil as of competition in the markets which they formerly monopo liied and yet over which they have no control. The thing that really hurts Is that we are cutting into export trade of thrse European countries and are depriving them of markets in new and serr.i-ehiiized eoumrit-5 whith have no manufacturing industries and cannot have f.T generations to come. It is patent, of course, that if all the nations of the earth should inspire to exclude American gxjs our goods might be exe'uded. but such an association is nuite as impossible as a railroad to the moon. If Eurooe or any nation of Europe wishes to launch upon a policy of re primal in the form of heavy or exclusive tariffs on goods made in the United States the .vay is open f..r her, and we can have no rightful criticism to make.
