Americans who have refused to al low prejudice to blind them to the forceful arguments of history view with awe the blatant audacity of Mr. Bryan and his followers as shown in their as sertions In support of the. anti-expansion theory. The absurdity of the po sition which they pretend to occupy and the arguments employed in sup port of It have lowered even Mr. Bryan In the estimation of those who use their brains more and their tongues less. Through the policy of the present ad ministration in foreign affairs Ameri cans have, for the first time in his tory, been elevated to a plane which commands the profound respect of all the world. Prior to the beginning of the Spanish-American war there was not a country In the world. except Great Britain, which did not refer to our navy in the most offensive terms. The American flag floating over a consulate was no guarantee of protection to cit izens abroad, and instances innumera ble are on record wherein American citizens were placed in the ridiculous and humiliating position of applying to the British consul for protection of life and property Interests. Many cases are on record where even American sail ors connected with war vessels were spat upon and otherwise Insulted upon the public streets of foreign port cities. This has repeatedly been done no far ther away from home than in South American ports. In cases where Amer ican citizens have been murdered, lit tle fear of punishment was felt by the assassins, as the' authorities sought satisfaction only In a perfunctory, timid sort of way, and only in rare instances were proceedings not absolutely lost or frgotten In the haze of diplomatic bickering. How greatly In contrast are the con ditions today! .Wherever the American llag floats It commands respect. In Eu rope, in Asia and Africa it is looked upon as the symbol of one of the great est powers of the world. Englishmen In a number of foreign cities have ought protection at the consulates over which the Stars and Stripes had been raited, and full protection was accord ed. Our sailors can enter any peace able port with the assurance that they will be treated with becoming respect, and the security of property rights Is assured In any country where the American chooses to make Investments. In diplomatic relations with the out side world, as well, the United States has emerged from a position of compar ative obscurity and Insignificance to one of Immense power and Importance, Until three or Tour years ago our posi tion on questions of international mo ment was regarded with humiliating In difference by the great powers of Eu rope. Today scarcely a move Is un dertaken In international matters abroad unless the attitude of the Amer ican government is first clearly ascer tained. In matters of trade and finance equal concern Is manifested In what we may or may not do, English specula tors pay as much attention to the dally transactions on Wall street as they do those on Threadneedl;. In ev ery branch of diplomatic and commer cial Intercourse we have been elevated :o a position of Importance second to no oilier government or people in the world. Yet Mr. Bryan and his followers are denundliigthat we surrender everything that has been gained through a wise and firm public policy and return to the policy of Insignificance and hu miliation. It would seem beyond the rale of possibilities that such a man and such a policy could secure a suffi cient following to command the atten tion of a great people, but that party prejudice and indifference to the truths and lessons of history have Brought about such a condition of affairs Is. un fortunately, only too true. It Is incon ceivable, however, that this following can muster sufficient numerical strength to make it at ail formidable when once the people of this country are placed in possession of the facts and have pre pared themselves to vote upon the grave questions which confront them. The American people have ever stood for advancement, n:t retrogres sion, for thrift, not stagnation.
