General Chaffee is evidently not one of those awful imperialists or he would never advise the withdrawal of the American troops from China while a solitary Boxer is still alive. With a war with the French ap proaching, the Borrs still unwhlpped, the powers sending warships to Shang hai to thwart British plans, and the Americans sending coal to Newcastle. Great Britain seems to be in hard luck. It's perfectly dreadful the way these foreign nations are hobnobbing with us since we became an empire. Here's England, and then Russia, asking us kindly, like good old pals, to give them a little cash loan, and then old auto cratic Kaiser Wilhelm comes along and aisks for the loan of San Francisco as a naval base. Can't some of our empire-haters put a stop to these disgrace ful familiarities? The power of the press was never better exemplified than in the present British war scare, the result of bitter attacks upon England by the French press and English retaliation in kind. France was decidedly surly last win ter, but the papers toned down con siderably with the opening of the ex position, that nothing might occur to mar Its success. Now, as the end of the great show draws near, the press again opens fire, and the British gov ernment calls out the naval reserves and makes other preparations for war. HILL WANTS A NEW PORT. William E. Curtis. Washington cor respondent of the Chicago Record, re cently had a interview with President Jame J. Hill, during which the latter rehearsed his well-known plans to keep the Northern Pacific out of Great Northern territory and to secure a share of the Oriental trade. It would appear, however, that Mr. Hill has not yet determined where his Pacific coast terminals will be, for In writing of the Interview, Mr. Curtis says: "Mr. Hill had gone west with a par ty of capitalists from New Tork on a mission which excites the interest of the Puget sound people. "There Is also a great deal of anx iety among the dwellers on Puget sound to ascertain where Mr. Hill In tends to locate the terminals of his Ta eitic steamship lines, for which the four big vessels are now being constructed at New London, Conn. It looks very much as If S't:le would be the place, for the Great Northern people have In vested several million dollars In buying water-front property and constructing docks and warehouses, but even In the fa.e of that many people have an idea tJi.it Mr. Hill would build a new port of his own. They say that Is his policy ad dispoMtton. He wants to control every thing around him, and they point :o the fact that he has bought several of the harbor privileges along the coast, at Everett, Fa'rhnven and other points, and that he would not have done so if he did not intend to utillxe them. The new ships will not be completed for two years. In the meantime the Great Northern railroad will continue Its traffic arrangement with the Nippon Tusen Kaisha Steamship Company of Japan." Every day It grows more and more certain that Everett or Fairhaven is to become the future rival of Tacoma. It is not Impossible, however, that Mr. Hill may conclude to Join the Northern Pacific. Union Pacific and Burlington in establishing terminals at Tacoma. where there Is room for all. Tacomi News. The Tacoma News takes It for grant ed that some t3wn on Puget sound will be selected by President Hill and par ty as the terminus of their line. Mr. Curtis slates that ''many people have an idea that Mr. Hill will build a new port of his own." If that is really his intention, he will not let the un equalled advantages of the mouth of the Columbia be appropriated by a rival line. The time Is now near at hand when Astoria or some neighboring town will be the terminus of one of the transcontinental railroad lines, as well as of one of the trans-Pacific steam ship lines, and of that fact Mr. Hill is perfectly well aware. It Is not particularly material to those interest ed in the welfare of this part of the state, which or what company shall make use of the pre-eminent shipping advantages here awaiting development. but the struggle for supremacy, now go ing on between the various lines, is of particular Interest to the entire northwest coast, for, by reason of the fierce competition, speedier develop ment of the country is assured.
