Recorder's Office, Ashland, Ore., Dec. 12. 1912. Notice is hereby given that on the 19th day of November, 1912, an In itiative petition was regularly filed with the City Recorder of Ashland, Oregon, demanding that there be submitted to the legal voters of said tity, for their approval or rejection, the hereinbelow proposed ordinance, after the Recorder had duly verified the number and genuineness of the signatures to said petition and found the same to be in proper form and to contain more than fifteen per cent of the vote cast for mayor at the city election held December 20th, 1910, said petition was duly present ed to the Common Council of the City of Ashland, Oregon, at a regular meeting held on the 19th day of No vember, 1912, and there was then duly passed a resolution in pursuance of said Initiative Petition and call, and in pursuance of the ordinances of the City of Ashland and the Gen eral Laws of the State of Oregon, whereby said City Council did by a uaanlmous vote, with the approval of the Mayor, call a special city elec tion to be held on the 17th day of December, 1912, for the purp6se of submitting to the legal voters of the City of Ashland, Oregon, for their approval or rejection, on the 17th day of December, 1912, the herein below proposed ordinance. And notice is further given in pur suance of the foregoing premises that a special election will be held for the purpose of submitting to the le gal voters of the City of Ashland, for their approval or rejection, on the 17th day of December, 1912, the following proposed ordinance: City Ordinance Xo An ordinance providing for the is suance of Electric Light Bonds, of the City of Ashland, Oregon, in the sum of Twenty-five Thousand Dollars ) ($25,000.00), for the purpose of constructing, building and installing an auxiliary municipal electric light and power plant, to be owned and operated by the City of Ashland, Ore gon; to extend the pole lines in and about said city, and to purchase all equipment, material and supplies necessary thereto. The People of the City of Ashland Do Ordain u Follows: Section 1. That there are hereby authorized to be issued the bonds of the City of Ashland, to the amount of Twenty-five Thousand Dollars ($25,000.00), in denomination of Five Hundred Dollars ($500.00), numbered consecutively from 756 to S05, both inclusive, and to lie known as Electric Light Bonds. Said bonds shall be dated the 1st day of January, 1913, and shall be signed by the mayor and countersigned by the re corder, and shall bear interest, evi denced by coupons attached thereto, at the rate of five per cent ( 5' ) per annum, payable semi-annually, and both principal and interest of said bonds shall be paid at the City Treas urer's office in the City of Ashland, Oregon. Sec. 2. Such electric light bonds shall mature in thirty years from the date thereof, and shall be redeemable at the office of the Treasurer of said city, at the option of the City of Ash land, upon the payment of the face value thereof, with accrued interest to date of payment, at any semi annual coupon period at or after twenty years from the date thereof, and notice stating that certain bonds are to be taken up and cancelled, and that the interest thereon shall cease ; at the interest paying period next fol lowing, shall be published in a news paper, printed and published and of general circulation in Jackson Coun ty, Oregon, not less than three times during the month preceding said semi-annual period, and after the said semi-annual period interest upon the bonds designated in said notice shall cease. Sec. 3. The Common Council shall sell such bonds, or so much thereof as may be necessary, at the highest ; price obtainable, but for not less tnan par and accrued interest, for the purpose of proUding money to con struct, build and install an auxiliary municipal electric light and power plant, to be owned and operated by the City of Ashland, Oregon; to ex tend the pole lines in and about said city and to purchase all equipment, materials and supplies necessary thereto. Sec. 4. No $500.00 Know All Men By These Presents, That the City of Ashland, in the County of Jackson, State of Oregon, for value received, hereby agrees and promises to pay the bearer the sum of Five Hundred Dollars ($500.00) la gold coin of the United States of America, on the presentation and sur render of this obligation on the 1st day of January, 1943, without grace, with interest thereon from the date hereoi until redeemable at the rate of f've per cent (5) per annum, payable semi-annually in like gold coin on the 1st day of July and Jan uary in each year, on the presenta tion and surrender of the proper cou pon hereto annexed. This bond Is one of a series of fifty bonds bearing, even date here with and numbered consecutively from 756 to 805, both inclusive, and amounting in the aggregate to the sum of Twenty-five Thousand Dol lars ($25,000.00), issued by the City of Ashland, for the purpose of pro viding money to construct, build and install an auxiliary municipal elec tric light and power plant, to be owned and operated by the City of Ashland, Oregon; to extend the pole lines in and about said city, and to purchase all equipment, material and supplies necessary therefor. The au- W. C. T. Ui Service. The W. C. T. U. will hold an all day service in the Congregational church Tuesday, December 17, be ginning at 10 a. in. and continuing throughout the day. This has been a custom with this organization for many years past to hold a Bervice on election day, and so is no new thing. The program will be along cus tomary lines as in the past. The public are invited to attend, either to remain a short time or remain through some period. The exercises will be varied and carried on by some fifteen representatives from various churches and other organizations. By order of president. And it is hereby recited and. certi fied that all the acts, conditions and things required to be done precedent to and in the issuing of this bond necessary to make the same legal and valid have been properly done, happened and been performed in reg ular and due form and time as re quired by law, and that the total indebtedness of said City of Ashland, including this issue of bonds, does not exceed the limit prescribed by law. This bond is redeemable at the office of said Treasurer at option of the City of Ashland, upon the pay ment of the faco value thereof, with accrued interest to date of payment at any semi-annual coupon period at or after twenty years from the date hereof. For the fulfillment of the condi tions of this obligation the faith and credit of the City of Ashland are hereby pledged. In witness whereof, this bond has been signed by the Mayor and attest ed by the Recorder of said City of Ashland and the corporate seal of the City of Ashland hereto affixed, as of the 1st day of January, 1913. The Mayor and Recorder of the City of Ashland, Oregon', are hereby authorized and required to make and execute in behalf of said city, the Electric Light Bonds speci fied in this ordinance to the amount of Twenty-five Thousand Dollars ($25,000.00), and the Recorder shall advertise such bonds for sale, and the same shall be sold for the high est price obtainable, but for not less than par and accrued interest at five per cent per annum from January 1st, 1913, said advertisement to be published in a newspaper of general circulation in the City of Ashland, inviting sealed bids for said bonds. This ordinance shall take effect and be in full force from and after the date of issuance of the proclamation of the Mayor of said city, declaring the result of the spec ial election, held thereon, as provid ed by law. The letter an-1 nounclng the selection says: "The selection was made with the I view of having something that would not be entirely inappropriate in the quarters of the Commercial Club, and we trust that your members will i be pleased with our choice. It cer tainly carries with it the best wishes of the Portland Commercial Club to gether with congratulations to Ash land upon having won the principal premium for the best district display at the Land Show. The exhibit cer tainly was creditable, being one of he best practical working exhibits. We have ever seen. Tlie diversity of products shown was a revelation to everyone as to the resources and pos sibilities of the Ashland country." The club's answer to General Pas senger Agent Scott's letter of con gratulations has elicited a very cor dial and flattering letter which closes by saying, "and you may rest assured we are with you all the time in any thing that tends toward the devel opment of our great country." The Commercial Club is also in re ceipt of an order from the Land Products Show on the Davis County Nurseries, of Ray, Utah, for $100 worth of Gano, Black Ben and Jon athan trees, offered as first prize in Class 2, No. 2. . The club is also in receipt of the score card in the district exhibits, Class 2, No. 2, showing Ashland's score to be 1,275 out ol' a possible 2,000, with Skainina county, Wash ington, second with a score of 1,270. The lowest score was 45 out of a possible 2,000. I). D. Good's Opinion of (he Election. As a taxpayer in the city for 17 years and as a candidate for council man in the Third ward in this com- Mnir plwtinn F wish In sav n fow words regarding my standing on a few questions: 1. The voting of $25,000 for the auxiliary lighting plant. This I con sider lays entirely with the voters. I am not here to dictate in any way in regards to the way a man or lady should vote. If the bonds should cany and I am elected in my ward as councilman I will endeavor as one to see that the funds are properly and judiciously used and there should be a statement rendered to the peo ple of our city where and how the money was used. If the bonds don't carry, that will settle it. 2. I believe in and I am In favor of the $6,000 bonds for the fire auto wagon. We have one of the best water pressures that is on record, and when you say that you say prac tically all, for at the present time we have two heavy fire wagons which cannot be used by hand. The firemen have to wait until some team conies along; to haul the wagons to the fire. Therefore I favor the fire auto wagon. The main thing in fighting fire is to get to the fire as speedily as possible. That I know by experience by being the fire chief in our city for about five years. 3. Regarding the wet and dry , question, I will say I don't consider j there Is any question about it. Our city has been voted dry for two or three years and the majority vote for dry increases every year. You will see this time a large majority vot ) for a dry town, in my opinion, ciil if I should be the cou:iriimnn lr'ected in the Third ward I believe a strict, enforcement of the laws I say enforce the ordinances or re peal them. Further, if an officer falls to do his duty in enforcing the laws, remove him and try another. If elected, I will try and do my duty as one to enforce the laws. D. D. GOOD. otlec.
