Tho Roseburg Rovlow gives the follow ing account of tho incident: Acting upon the records at the county clerk's office, which are fur nished by the railroad and express companies and show the receipts of shipments hero since tho first of the year, Constable Howard Church this afternoon filed complaints in the local Justice court against George Staley, Dee Matthows and Joliu Ranks, alleging tho acceptance of the booze supplies in excess c! the amounts allowed by tho state prohibition laws. According to tho constable the records show by affidavits of tho common carriers that the mou who aro charged with vloaltlons of the law received two slpments each with in the four weeks time which al low only one. Tho men, say tho officials, therefore obtained a sup ply twice the size of that to which they uro outitled. In tho cases of Staley nnd Ranks, whisky wnB tho article received, while In tho case of Matthews, beer Is tho cause of tho complaint. Staloy received two quarts of whisky each time on Feb ruary 2S and March 2,. and Hanks' shipments are dated February 14 and March 11.
