"B 1911," sayB Henry llruoro, for ex ample, In his book on "Tho Now City Government," every student of American city government renllzed that tho growing commission move ment was not bHBCd upon vagaries, but on very dofiulto satisfaction which commission cities havo found in tho now plan. ' Tho (iiioBtlon of present Interest is no longer whether commission government hns been successful or -whether It should bo adopted by our cities, but what modifications or Improvements can bo recommend ed to Insure Its beBt operation In our larger centers nnd what next steps these cltleH should take. It will bo well to recall briefly tho stops through which tho com mission form has developed bofore proceeding to consider tho modifica tions In the plan. Tho "Galveston plan" or so-called original commission form, adopted In 1001, provided for a small board (five), with largo powers, each membor In chargo of n department. At first three mombors woro appoint ed and two olocted, but court de cisions holding such appalntmont unconstitutional, forced tho amend ment of tho charter in 1003, nnd tho oloctlon thoroaftor of tho en tire numbor of commissioners. Tho referendum nnd tho recall woro not Included in tho ualveston charter, except that tho state law provides for a referendum on bond Issues.
