Such was the llrst ruling of tho Oregon Industrial Welfaro Commis sion. Tho Commission was organ ized last .luno under tho law enncted by tho Inst Oregon Legislature, which provides that tho ruling shall take effect fiO days after Its adop tion. The ruling Is tho llrst instance of compulsory minimum wngo legis lation In the United States. Mass achusetts has a minimum wngo law, which is not compulsory. Cal ifornia and Washington havo mini mum wage laws, modeled nfter Oregon's and Wisconsin and Min nesota now hnvo similar laws, but tho Commissioners of these states were slower In getting Into action than tho Oregon Commission. Penalties Are Provided. Tho law provides Hint any em ployer who shall vlolato the ruling of tho Commission shnll bo subject to a flno of not less thnn $25, nor moro than $100, or Imprisonment In tho county Jail for not less than ten days, nor moro than three months, or both fine nnd Imprison ment for each offense. Tho ruling applies to girls em ployed In virtually every capacity oxcept thnt of domestic service It Includes rotnll nnd wholesale stores, tolcphono exchnnges, telegraph of fices, hotels, restaurants, laundries nnd fnctories. For tho reason that malo minors nro employed nt such a diversity of work and under conditions different from thoso under which girls work, tho Commission did not lncludo them in Its ruling. After further Investigation tho Commission will submit its recommendations to an other public hearing, as was dono this week and Issuo n ruling ap plying to them.
