Merchant, Ferguson and Albrccht, that they had rejected an additional question which tho Terminal Uallwny wnntcd placed on the ballot for the special election on March 18. i The committee agreed on two questions, one being an expression of the peoplo as to whether they favor ed tho Torniinnl negotiations with the Southern Pacific and tho other as to whethor tho Terminal Railway should bo first required to substitute tho "cinch" common user clause for the present one. Tho Torniinnl Railway suggested another question which was as to whether tho company should go ahead and negotiate on tho host terms possible with tho Southern Pacific In. case It was not possible to sccuro a substitution of tho cinch common user clause tor the ouo now In tno franchise. Tho committee rejected tho lnttor and It Is possible that tho whole mat ter may come up bo foro the council meeting again next Monday evening for discussion.
