Parcels intend-1 cd for dispatch must bo mailed at n1 postolllco, branch post olllco, named i or lettered station or such numbered station as may bo designated by tho postmastor. Thoy must not bo placed In or upon letter boxes or packages boxes located In city streets. They may bo given, howovor, to any rural or star routo carrlor. Parcols must not bo scaled and must bo so pre pared as to permit of easy examina tion. Such parcols as contain two or moro classes of mall matter aro chargcablo with postago at tho rato prescribed for tho higher class. All matter which Is declared un mallablo by law will bo unmallablo as Parcols Post matters. This Includes obscene, indecent, nnd Immoral mnt- Inr.
