No new projects of nny great Importance are provided for In the estimates, nnd unless Con gress tnkes the bit In Its teeth nnd disregards the recommendations of Oenornl W. II. Dlxbcc, chlof of en gineers, tho "pork barrel" method of river nnd harbor work will have been eliminated for a Bocond year. Tho appropriations asked for an Aggregate of ?29,C2S,C98 as against $30,095,098 for tho current year. Tho estimates will bo sent to Con gress by tho Secretary of the Treas ury nnd President Taft, In his mes sage will urge thnt thoy bo strictly adhered to. They aro 'divided ns fol Jows: Under continuing contracts $12, 114,988. Rivers nnd harbors (gonernl, in cluding Mississippi Hlvcr commission and cxnmlnntlons, surveys nnd con tingencies) $17,345,450. Under California debris commis sion (expenses) $15,000. ' Prevention of deposits in Now York bnrbor $153,200. Thcso estimates It Is explained, nro intended to cover nil tho minimum requirements for tho prosecution nnd maintenance of. tho various Improve ments.' They woro mndo up from ostlmntos prepared on tho snmo basis by the various district engineers, this being dono to keep within tho limit ed total estimates deemed ndvlsablo for the fiscal year of 1913, and on tho supposition thnt river and harbor work will bo provided for herenfter by annual appropriation. Tho esti mates aro to bo divided botween tho river and harbor and sundry civil bills and aro to bo applied to 242 works. Jn connection with iho estimates, Oenornl Dlxby, chief of englncors, said in part: "Liberal appropriations aro consi dered proper uud desirable for snag ging nnd other work necessary to mako naturnl channels available wlierovor wnter-borno commerce ex ists or Is ronsonnbly prospective. It is believed thnt expenditures for such Improvements nro almost nlwnys useful nnd advnntngeouB to tho gen eral public, especially since tho in troduction nnd rapid development of small gnsollno motorbontB for com bined freight nnd pnsscngcr trans portation. In many cases, it la up pnrent thnt tho failure to uso n wn torwny Is duo not so much to lack of chnnnol depth ns to tho presenco of. snogs nnd other obstructions which can bo removed nt comparatively small cost. tluiB making tho natural chnnnol depths fully nvnllnblo throughout U e year. Whon tho boat commerce develops or Its reoulro mcuts become greater, tho existing clear channel will bo In Its best con dition for further and moro expen sive Improvements. "Improvements adopted by Con gross, and not provided for In tho estimates linvo boon omitted either on account of Insufficiency of funds now available, on account of lack of iirgoncy or of rolatlvo Importnnco, on account of Uofectlvo projects which wero adopted many years ago, and nro In need of ro-exam!unMon with n view to revision or nbnndonment or In cases In which recommendations for appropriations for now projoctj have recently been submitted to Con gress In spoclnl roports. "Under existing law, ro-oxamltm-tlons of existing projects nro nuul-j by tho boned of engineers for rivers nnd harbors in compliance with revela tions by either the commlttco on com merce of tho Sonato or tho commit tee on rivers uud lmrbors of tho Houso of RoprobtMtntlves, but thcso re-oxnmlnatlons lire subject to tho limitation that no enlargement of tho scope of tho project can -o con sidered, so that desirable oxumsions of projects cannot bo reoominndd. It Is bolloved thnt n slmllnr provision of law authorizing tho chief of en glncors to cause u ro-oxnminntlon of projects, nt least those no- horoto foro passed upon by tho ooird of emjlnporg for rivers nnd harbors, would bo in tho nubile Interest. Pro jects reported in the rivers nnd lmr-J bors act of Mnrch 3, 1899 us un worthy of further Improvement by tho United States or considered by tho chief of englncors as hi need of revision, could In this way bo fully j riiiiiin ft W POUR Snow Drift Flour Highest Quality Investigated, local Interests could bo heard, nnd formal report tha'.eon made for the consldetutton of Con gress. It would seem advisable In connection with any such rc-exninlnn-tlon to grant authority to consider I nnd report upon any modification hi I the nature- of enlargement In scope of projects believed to bo deslr,i't. when such modlllcntlons aro recom mended by district officers or other wise brought to the nttontioi of the Department.
