Smith who is now In Hnnenpolls: "Noticing in The Times tho ques tion of n name for tho future metro polis of Oregon Is under considera tion, permit mo to suggest Bay City which seems to mo appropriate and sounds good." .Mr. Smith's suggestion comes a little too Into to bo incorporated In the chnrter amendments which will bo submitted at the December elec tion. Another feature that would mili tate against It is tho ruling of tho postolllce department that tho word "City" will not bo permitted to be attached to any postolllce names in tho future. However his significant remark about tho future "metropolis of Oregon" being on Coos Bay is a rei teration of his old faith here. He has several times expressed the con fident belief that it will not be many years until Coos Bay has ono of the largest cities on the coast. He ex pects that the coming of the rail road or railroads and the dpenlng of the Papnma canal, which must bo followed by improving and develop ing the harbor, will start tho growth that will bring a realization of his expectations, adopted. Tho action wns tnken after but brief discussion the questions raised, having been thrashed out at prlvnto sessions during tho past week. Some changes were made in the franchises aB originally presented. One chaugo, which differs also from the Mnrshflold frniicthse, is the Com mon .Usor clause provides that tho common user regain Ion shall apply to all Hues or roads that the Termi nal Railway may build under its charter granted by the Stnte of Ore gon. Another change was reducing the tlmo for building the road from three years to two years. Another Mr. Crawford held that tho North Bend charter being alter, superseded tho direct primary law. This will simplify ninttora consi derably and tho council will proceed under tho North Bend charter which provides for nominating candidates nt a municipal caucus.
