One bill, introduced by Representative Drowuhlll of Yamhill, provides that tho county funds shall bo deposited Jn banks offering the highest rate of Interest nfter tho matter has been submitted to bids. Tho other bill was Introduced In the sonnto by Sonator Darren and provides that banks tthall pay two per cent lntorest upon county depo sits anil proscribes how tho funds Jihall bo distributed. The County Treasurer 'of any county within this state Is hereby authorized to deposit any public funds In his hands not roqulr leO Tor iuimedinte use In any bank tubing buslnoss within tho state or--gnnlzed tinder tho national hanking laws of the United Stutex, or under tho lawn of this state; provided, that nt or before tho duto of such deposit tho bank receiving wuno shall fur nish to said olllcer, iih security for moneys so deposited, bonds of tho United States of Amorlca. or of tho atnto of Oregon, or of any county, municipality, or school district with in wild statu, to bo approved, In rase of deposit by any County Treasurer, uy tho county court of the same county, tho market value of such security to bo nt least ten per cent In oxross of tho amount of suoh doposlt. Of tho two measures Introduced Senator Barrott's bill seems prefor ablo and It should pass. , It Is a measure In the Interest of tho tax payers of the state. Should the bill become a law the respective coun ties will be able to collect Interest upon their Idle funds. On Ills way to Join his new command, the United States revenue cutter Ta homn, now at Seattle, Captain W. W. Joynes passed through Portland, accompanied by .Mrs. Joynes, Cnptnln Joynes tnkes tho place of Captain J. II. Qulnlnn, who recently became superintendent of llfcsavlng stations In this district. Until recently Cap tain Joynes has been superintendent of life-saving stations at Elizabeth City. X. C. Captain Joynes was hero Inst sum mer while on his way to Coos Day to make a special examination into charges that the Ilfe-eaving crew was derelict in duty at the time of the wrecking of the steamer Czarina and the low of her crow. During the Spanish-American war Captain Joynes was navigating olllcer of the McCullough, which was thon Dewey's dispatch boat. In tho winter of 1900-1901 ho was here as tho execu tive officer of tho U. S. S. Gcdney, one of the const survey boats, which remained hero nil that winter. Extension of the Oregon Trunk from Bend to Klamath Falls, building on tho pro posed lino from n point near Bend Into Harney Yulley, nu extension of tho Pnclllc & Eastern from Butto Falls across the Cascade range to a connection with the Oregon Trunk, and a supposed east-west line across the state are to be held in abeyance for tho present nt loast. Tho two favored projects will bo tho United Hallway Hue, which will be complet ed from Its present terminus to Til lamook as fast ns the work can be done economically, aud the Oregon Electric Is to be built from Salem to Eugene lu 191 1. Monday morn ing the stockholders, numbering about 10 of tho busluess men of tho city nnd n few outsiders, mot at tho court houso nnd proceeded to organ ize. Tho subscription books of tho company were opened and signed, by-laws govomlng the corporation adopted and articles of Incorporation drawn up. The capital stock wns placed nt $50,000.
