THE RECENT Hindu riots at St. John and the protest of the British Consul recalls that some good advice was given this country on this subject by no less an authority than the British Medical Journal, which called attention to the desirability of the most strin gent quarantine regulations. The advice offered by this eminent medi cal authority was also in line with what Dr. Charles V. Stiles of the Country Life Commissioner gave ut terance to on his trip to the Coast. Dr. Stiles, who Is the Government's hookworm expert, accompanied the commission for the purpose of look ing into the sanitary needs of the different rural sections of the coun try. He said while west that the real yellow peril to be teared on the Pacific Coast is not an invasion of Japanese with their peculiar business tactics and the danger of eventual hostilities, but rather an invasion of oriental diseases. The Coast had already been en lightened regarding the bubonic plague and what devastation It Is likely to cause if It Is allowed to get a foothold. Dr. Stiles, however, mentioned particularly certain di seases that afflict dwellers in the ru ral districts of India and predicted terrible results if these diseases should be transmitted by Hindu im migrants to the people of our own farming communities. The price of asphalt pavement touched the lowest point yet reached In Port land when the Barber Asphalt Com pany submitted to the city executive board a bid to pave Columbia street from Third to Sixteenth with as phalt laid on a four-inch concrete base fqr $1.44 a square yard. The lowest price made heretofore was $1.00 a square yard for the same kind of hard surface laid on the same thickness of concrete. The com pany put in another low bid on Hdyt street, offering to lay asphalt on a five-Inch base of concrete for $1.5S a square yard. Preparations of the Warner-Quln- lan Company of New York to enter the local paving field is apparently the cause of the. big reduction. Only a few months ago asphalt was being laid for $2 and more a square yard. A slight reduction In the price of bltulithlc pavement was made by the Pacific Bridge Company, a tender of $1.95 a square yard having been submitted. Mayor Simon is holding up a num ber of contracts awarded by the city executive board at its last meeting previous.
