North Carolina's offer, referred to by Mr. Wlxom, was made in 17S4, when that state ceded to the gen oral government all of the territory of tho present state of Tennessee on condition thnt the cession be accepted within two years, but retained until that time full sovereignty. Congress Ignored the request for recognition of tho new stato of Franklin and North Carolina promptly repealed tle' act of cession and assorted Its Juris diction. Six years Inter, In February, 1790, North Carolina again ceded tho territory to the general govern ment for thi? "territory south of the Ohio."
