TO PUNISH DISHONEST CONGRESSMEN SENATOR BORAH'S bill to pro hibit senators, representatives nnd delegates In congress from representing, as attorneys or other wise, corporations, companies or per sons doing a business over which the government exercises regulatory con trol, Is sound In principle Congressmen who have a proper conception of ethics and propriety decllno to sorve as attorneys for such lntorests, but so long as the practice is not oxprossly unlawful, tho cupidity of some will overcome their scruples. Violation of Senator Borah's proposed law would be pun ishable by Imprisonment not exceed ing two yonrs and a fine not exceed ing $10,000, penalties sulliclontly drastic to break up the ovll practice aimed nt by this measure. Manifestly lntorests that are under government regulation should not be pormlttod to omploy members of con gress ns their attorneys. Congress men In every Instance should hold themselves freo to represent tho peo plo without bias or projudlco, a duty that is impossible t they are on tho payroll of interosts, under government regulation, A united effort Is being made to secure recognition for tho Coos Bay harbor and bar In the rivers and har bors appropriation bill at tho present session of congress. However, it will bo a hard struggle to secure very much of an appropriation, according to advices from the various ones who have been appealed to. In response to a letfer from tho Marshfleld Chamber of Commerce re garding the necessity of having some thing done for the Coos Bay bar. Senator Chamberlain writes as fol lows: "I am In receipt of your letter of tho 17th ultimo In which you state that a recent edition of tho Orego nlan contains a report that General Marshall, Chief of Engineers, had enumerated several amounts to be used for Improvements on the Pacific coast, but that ho had failed to men tion Coos Bay. Tho estimates pre sented by General Marshall, to which you refer, relate only to such pro jects as have already been authorized by congress, and as project No. 1 has not yet been approved by congress the estimates of General Marshall' did not include It. However, the Engin eer Department has reported favor ably upon Project No. 1, which re commendation has been transmitted to congress, and as soon as congress authorizes the work tho Engineer Department will submit Its annual estimates thereon.
