By JAMES DRYCE, British Ambassador. HE work of bearing tho white man's burden has too often taken the form of FILLING THE WHITE MAN'S POCKET. Is it any wonder that the behavior of men who are nominally Christians, Christians in profession if not practice, has checked the spread of Christianity? Tho missionary comes preaching a gospel of justice and lovo and peace. But when tho natives seo how men behave who profess tho religion which tho missionary preaches the preachings lose their value. An African chief is said to have described the process of tho contact of civilized men with his people in theso words, "First missionary, then trader, then army." It is not too much to say that tho lives of men nomi nally Christians have been tho greatest of nil hindrances to tho spread of tho gospel. What, then, is our duty as citizens of Christian nations who desire to seo tho light of tho gospel illumine the world ? THE FORCE OF PUBLIC OPINION OUGHT TO 8UPPORT GOV ERNMENTS IN KEEPING A STRICT WATCH UPON ALL THOSE WHO TRY TO EXPLOIT THE NATIVE, EITHER BY GETTING HOLD OF HIS LAND OR BY TRADING WITH HIM. IT OUGHT TO INSIST ON THE ABSOLUTE PROHIBITION OF THE SALE OF DRINK TO NATIVES. Tt ought to sccuro full justice for the native when ho brings com plaints against thoso who TRY TO INJURE IHM BY FORGE OR FRAUD. It ought to punish soveroly thoso who abuse tho power of a superior race and, above nil, thoso who DEMORALIZE IT BY THE SALE OF LIQUOR or who, as sometimes happens, BEHAVE ILL TO NATIVE WOMEN. It ought to bo our aim to compel thoso who go forth from among us into non-Christian races to sot a better example of conduct worthy of civilized men than many have done. Tho time in which we live-is A CRITICAL TIME, not only critical for ourselves, but critical for tho relations of tho ad vanced to tho semicivilized peoples. i industrial Education i For the Negroes. By JAMES BRYCE. BrltUh Ambassador. UOII of tho agricultural work nnd much of tho other work' ot tlio south has to be done by the negroes. For your welfare as well as theirs, for the peace of tho country as well as its prosperity, it is essential thnt THE NF.fmfi SHOULD RECEIVE PROPER INSTRUCTION. " Tho view that this instruction should have an industrial rathor than a literary direction seems to be a sound view. But it does not exclude tho supplying of further instructions FOR THOSE WHO HAVE SUPERIOR TALENT, and it must include nn adeouato provision for thoso who aro to be tho holpcrs-and guides of tho negro M1 masses. When I seo what has boon done for negro education and what negroes have done for themselves in acquiring property nnd building up homes in tho last forty years THERE IS NO GROUND FOR' DISCOURAGEMENT.
