Tho following in nn extract from a letter of tho Commissioner of Internal ltovenuo to tho Secretary of tho Treasury, which tho latter has pub lished for general information: " Enrolments and licenses of vessels arc not subject to stamp duty. They aro considered exempt under section 145 of the act of Juno 00, 1804, as amended by section 0 of the act of July 13, 1800, which exempts all ofli cial instruments, documents and papers issued by tho ofllcore of tho United States government. Warehouse and for warehouse bonds require a twenty fivo cent stamp, as bonds not other wise charged in schedule 1! of stamp duties. Tho oaths of owners or mas ters of vessels are exempt under sec tion Oof tho act of Starch 2, 1807, which rclioves all aflidavits from stamp duty. Official receipts, or certificates of the nature of receipts, issued by custom house officers aro exempt under section 154 above referred to. Knrolmentand licenso bonds require a twenty-five cent stamp, as bonds not otherwise charged in tho schedule. Transit man ifests aro not taxed in the stamp-law, and tho collector's certificate upon them is exempt under section 164 of the act of Juno ao, 1804." IlAntiTO Pleask. At a meet of tho Directors of tho Wasco Woolen Mill, held in this city on Monday last, it was decided to erect a now building on tho ground donated by our fellow townsman, Victor Trovitt, Ksq. Tho reason for this action is that Mr. Rob ert Pentlaud's building was found to bo too small. Tho machinery for the mill was shipped from Now York on tho 12th of September lust, all insured and in good condition. Wo may ex pect to look for tho arrival of the ves sel nt San Francisco about tho last of February. Tho alluirs of tho company arc in a splendid condition, and every ono feels sure that its success is a cer tainty. Dalles Mountaineer. Road to Coos Hay. Capt. Hrowste'r has just returned, and informs us that tho whole amount of stock for this road, 830,000, is taken. Much more would havo been taken had the necessary amount been larger.
