To equip the plant, ; , buy wood, and eta at the thing go j I 1 inp, required an additional expend i : iture of two or three thousand dol J i ) law. Since that time the plant has f ' j been newly equipped with a fine i i j engine; a big new boiler; a new ; dynamo; new transformers; a new switch line and board; and many ! other improvements which go to I make a complete and first claes Elant. Besides this a new pump as been boueht. and new water mains and extensions, so that go . where yon may, it is bard to find a better plant in tbe northwert, all things considered. Tbe city owes about $40,000 round numbers; all tbe streets are being newly planked where planking has been in vogue. These expenses, togatber with that of renewing the plant, will not not come again for years. The fire department has been improved at the exnensa of hundreds of dol again for years; and, for this $40, 000, the city has a plant that will henceforward run at a handsome frofit, worth approximately from 30,000 to $40,000; a city hall worth at least 15,000 or more; a fir apparatoa worth $2,000; and with proepecta of now being able to reduce indebtness each year. People who are conversant with the situation know that Hilisboro bought the entire plant on wind on borrowed capital. Had they not bought it they still must have paidflO,000 water and light plant bonds, and continued, for 10 years, a payment of $105 per month for water and iijtht service. The plant is now, as before stated, in excellent condition, is on a paying basis; the town will get more from the road tax than will repair the streets, and is in healthy financial condition. Now that the expense of improvement, to make the sys tem complete, and the property available, is over, there will be a surplus to apply to a sinking fund. The recorder 'e report shows that but a delinquency of $33 on water service for the year, and this is re ported as good. Forest Grove, with a debt of $32.- 000. has a "little diuky town plant" fed by dales Creek, and is compel led to buy her light from outside partus. GUARDIAN'S SALE OF PROPERTY REAL ANOTHER UNSIGNED LETTER Some person wrote the Argus an other anonymous letter this week, quoting a clipping from a Tilla mook paper, comparing the two towns of Hilisboro and Forest Grove, telling how Forest Grove bad gone ahead, without saloons, and how this city was "duety'1 be cause it had saloons. If the Tilla mook paper and its adherent here will look into it they will find thst forest Grove has bad three or four saloons for a long time ever since her great improvement begun. One man the man perhaps has built more bouses in the Grove than any other single individual made bis money by running a saloon without paying the customery li cense. So it will be seen that the comparison is very lame. Aside from this, Hilisboro has made a greater stride the last year than ever before in its history. "There is none so blind as he who does not want to see."
