His term would not have been tip until January 1, 1921. No -successor - has been named, thougfi among those seeking the posi tion are Martin -J. "Lu Hammers.ley.and Edward Y. Lan sing. Mr. Hammersley is' deputy dis trict attorney and Mr. Lansing dep uty city attorney. That voters -may have an opportu nity to judge the qualifications of his successor before the coming spring primaries, and the desire to return to private practice, are the rea sons assigned by Judge Dayton for leaving the court. He has declined several offers of partnership in lead ing law firms of the city, deciding to practice alone, with offices in the Northwestern bank building. Tfew Court Is Success. Chief monument to the work ot Judge Dayton on the loaal bench is the email claims court, for it was through his efforts that the law es tablishing this court was passed. His draft of the law has received com mendations from every part of the country. Its operation has been a sig nal success. The small claims court permits a litigant to appear in court without engaging an attorney and seek a set tlement of a claim less than ?20 by payfng a filing fee of 75 cents. It opens the court to poor people who otherwise would be barred in affairs of much concern to them. . , "I have conscientiously tried to per form my duties without fear or favor, regardless of personal or political ends," declared Judge Dayton yester day. "While here I have not been content with mere performance of the routine duties required, but I have tried sometimes in vain to secure many needed corrections and reforms in our Jaws. I have the satisfaction of knowing that the small claims court met with much commendation and success. Business Requires Attention. "I believe that my leaving at this time will give citizens an opportu nity to take the measure of my suc cessor before the spring primaries. I also find it necessary for me to give my entire attention to affairs which jl couia not look arter while I con tinued in my present position." Judge Dayton was graduated from the Illinois College of law in 1903 and came to Portland the same year to engage in general practice. From a field of 34 candidates he was chosen as the. appointee of the circuit bench for the position which he has occu pied continuously since his appoint ment in 1913. In 1914 he was elected to the position. Judge Dayton is 38 years old, is married and has three children. His home is at 625 East Fifty-fifth street "North, in the Rose City Park district. f Travelers Form Chapter, ASTORIA, Or., Dec. 20. (Special.) The Astoria chapter of the Travelers' protective association nas been or ganized here by Clyde Evans, secre tary of the Oregon division, and Paul C. Morton. The officers of the new chapter are: Joseph T. Smith, pfesi dent: James H. Zong, vice-president; Charles P. Hall, secretary-treasurer; Frank K. Woodard, John L. Tucker, Homer A. Frye, R. F. HOOD RIVER. Or., Dec. 20. (Spe cial.) With levies necessary to raise the county's portion of the fund pro vided by the market roads bill and the soldiers' and sailors' relief act, coupled with a 6 per cent increase over the general levies of last year. Hood River county will raise he rec ord high tax the coming year. The state tax next year will reach $43,000, as against $29,000 this year.
