THE SUNDAY ORKGOXIAN. PORTLAND, DECEMBER 14. 191J). ' 11 MERGER OF SCHOOL DISTRICTS FAVORED Oregon Normal Prepares Consolidation Outline. ADVANTAGES ARE SHOWN Store Beneficial School Life and Social Entertainment Held Pos sible Vndcr Proposed Plan. OREGON NORMAL. SCHOOL, Mon mouth, Dec. 13. (Special.) Out In quiet, remote rural districts of Ore pon, where only a limited number of social advantages are enjoyed by par ents and pupils, more beneficial school life is to be the rule. If the outlne prepared by the Oregon Nor mal school for the consolidation of rural institutions is followed. The rural department observes that since the movement for consolidation was begun five years ago a number of districts, representing practically the entire state, have united to form a eingle and larger school. Then for the first time parents and pupils at tended motion picture exhibitions without traveling so far, and got to gether at community socials. l'resldent J. H. Ackerman, in an nouncing, the report of findings on conditions and recommendations for consolidation made by the department of rural schools, expressly stated that the consolidation movement does not eolve all the problems of the rural school. He emphasized that where schools are situated too far apart from each other, a merger is imprac ticable and if carried out, will re sult in no material good. The merger plan is advisable, it is declared, for those districts which, because of favorable locations and sameness of social conditions, may unite their re sources to improve educational and social standards. Teachers Keel Need. "Teachers like to be near others who are interested in the same prob lems that confront them," the report cays, "They feel the nead of someone with their point of view in whom they may confide, tell their troubles, consult about their problems, breathe their hopes and rejoice over their suc cesses. The one-room school precludes such a possibility." The impossibility of a teacher's realization of his highest efficiency in a rural school, short term of con tract, lack of encouragement to the rural teacher for growth and self Improvement, the possibility of rural teachers being so easily taken by cities and towns, and aloofness from other educational forces, all have a tendency to retard educational pro gress in the country, it is further as serted. By consolidation a rural school may become a strong force, and teachers therein would be on the same plane as those in the larger schools. Reasons for the proposed elimina tion of one-room schools in certain districts are enumerated as follows: "Consolidation- makes efficient work possible. "It brings together enough children for a graded school. 'Community prejudices would .be eliminated. "It makes the school a community center. "More efficient teachers may be em ployed and held. "Average attendance is always bet ter. "Country children are educated In the country and for the country and both they and their parents are kept there. "A dollar buys more good results." Example la Cited. The Alsea school is cited as an ex ample of an ideal consolidated rural school. Five one-room institutions were displaced by a graded schbol which is located in the town of Alsea. Wagons are used to carry pupils from points within a radius of five miles from the town. A band of 35 pieces was one of the Immediate results of consolidation and the social life of the community was improved at once A step to Improve efficieucy in rural schools, prevented by consolidation by too great distances. Is the grouping of grades. Five grades ara given as the limit for one teacher and eight grades the l.mit for any two teachers in a school. By this plan, it is pointed out, teachers will have greater oppor tunity for specialization and the pu pils will receive the benefit. The consolidation plan, while ad vocated only for sections of Oregon in which conditions are suitable for such a move, is given by the normal school rural school department as one step in its programme to aid recon struction in Oregon. M. S. Pittman, formerly head of the rural depart ment, and known throughout Oregon as a lecturer on rural poblems. Is now in the east on temporary leave of absence, and will make a thorough study of rural school conditions In the east, with a view to using some of the idea3 gained, in improving the rural institutions of the west. Pro fessor Pittman on a former trip to the east observed several novel methods to keep up interest In the remote sections. i As a result of playground contests a novel debate question was handed out to the Elklns rural center of the Oregon Normal school last week. It was: "Resolved, that the playground work is more important to the pupils I than the study of textbooks. iPiiiiiiiiiiiinniiiiiiiiiiiiiiiiiiiiiiiiiiiiiiniiiiin I COLD 'EET? 1 Cork Floors Are Warm "Selections From the Office Stationery and Office Furniture Departments at Gill's will surely please the Office Man or Woman, for every gift here is practical.
