A. Johns, Candidate for Gov ernor, Gives Figures. STATE EXPENSES GROWING Bin Incrcue in Expenditures by Boards and Departments Are J-liown by Statistics Subject of Taxes Studied. Charles A. Johns, Republican candl date for Governor, is back, in Portland after a ton days' campaigning tour in the Upper Willamette Valley In Wash ington and Yamhill counties and over on the Coast in the Tillamook country. Mr. Johns reports the political situation ivarmlnsj. up alLvar.ua western por tion of the state. He finds that in the outlying counties the people are groaning; under the grinding burden of taxation, as much so as they are in Multnomah, and that the same bitter indignation 3 felt and expressed be cause of the enormously increasing: cost of maintaining; government that Is heard every day on the streets of Port land. "All over Oreg;on the people are deep ly aroused over this question of high taie." Bald Mr. Johns. "Wherever I went in my recent trip I found that the attention of the people is almost wholly absorbed with the question of how to raise money to pay their taxes, and they blame their troubles upon extrav agant Legislatures and state officials. "Every fair-minded man will con rede," continued Mr. Johns, "that there should be a material increase in the state expenses for the years 1913-14 over the years 1903-4, but conceding that to be true, there is no valid rea son why the expenses of the office of CJovernor should have increased from $11,000 for the years 1902-4 to $25,700 for the years 1913-14, or that the ex penses of the office of Secretary of State should have increased from 24, 320 for the years 1903-4 to I6S.O0O for the years 1913-14, or that the expenses of the office of State Treasurer should have increased from $10,600 in the years 1903-4 to $35,530 in the years 1913-14, or that the expenses of the office of Attorney-General should have Increased from $7200 in the years 190S-4 to $26. 600 in the years 1913-14. and yet sue are the facts as shown by the legisla tive records for these years. Voter Studying; Vipcurt. k "We find that in ten years the, cost of maintaining the Governor's office lias increased 150 per cent, that the cost of rutaintalning the office of Secretary of State hag Increased 180 per cent, that the cost of maintaining the office of the State Treasurer has increased 250 v per cent and that the cost of maintain ing the office of Attorney-General has Increased 270 per cent. Everywhere the people are studying these figures, and V to the taxpayers of this Etate tiiey tell a story of official extravagance that is without reason and without excuse '4 and. in my Judgment, they are going to put men in offlco whom they oelieve u will put an end to such a state o affairs. "There is no valid reason why the appropriations for boards and coramis ';sions should increase from $67,600 for .the years 1903-4 to 1.17,091.50 for the years 1913-14. and yet the legisla tive records show such an increase. When I say that the people are indig nant, bitterly indignant, because of this burden that the Legislatures and the officials have put upon them, I am but half expressing the true feeling of the taxpayers of Oregon. There is no valid reason In the world why the amount of money which was required to pay the expenses of the state government should be in creased from $2,012,774.72 In the years 1905-6 to $6,173,475.17 for the years 1913-14, yet the records of the last Legislature show it to be a fact. The people know that something must be wrong when it costs three times as much to run the state now as it did eight years ago, and they are going to vote for men for office who will show them how the cost of operating the state government can be reduced and whom they believe will help bring about such a reformation. Tour of State Planned. "There is no doubt in my mind that the people of Oregon are studying this question of Increasing taxes as they never have done before. Of course, they are giving some time to other questions affecting government, but the upper most thought In the publlo mind today is high taxes." Mr. Johns is planning a campaign tour of Southern Oregon, which will probably take him over to the lower Coast counties. That specific work in sex in struction be required in the col leges of the state was the recoxn mendatlon made by the social hygiene conference held here today, which was attended by prominent educators of the state. This instruction, it was recom mended. Bhould be given in separate de partments for men and women, and stress on the sex question should b made in biology, ethics, literature and history. Nature study was recommended as a basis for sex instruction in the ele raentary grades and in the high schools it was recommended that it be given in general biology. J. H. Ackerman, president of tn Monmouth Normal School, was one of the Boeakers, and he asserted that there is a great need for training teach ers for sex instruction. Colleges and normal schools should direct their ener gies towards training teachers to this end. he declared. (Spe claL) The night and day crews at the Northern Pacific shops, in the north end of Centralis, have been organized Into f ire-f lghtlng crews, and starting today drills will be held twice a month to be ready in case of an emergency. Modern fire-fighting apparatus has been Installed, including a 150-poand pressure engine. ind A programme contemplating the study of a plan whereby the city. county and school officials may co operate in reducing the cost of admin istration of their various departments to the taxpayers will be submitted by the committee specially appointed to prepare It. at a meeting of City Com missioners, County Commissioners and the School Board In the County Com missioners' room at the Courthouse to morrow afternoon at -4 o'clock. The first result of the joint Investi gations we are to undertake will be, I believe," said Rufus C. Holman, chair man of the Multnomah County Com mission, yesterday, "to make it pos sible for us to co-operate in our serv ice and materially to reduce the cost of government operations and conse quently the burden of taxation." Eleven different subjects for investl gation are outlined in the programme of work submitted by the special com mittee. This committee consists of Mr. Holman. R. L. Sabin, chairman of the School Board, and City Commissioner W. L. Brewster. A committee consist' ins. of one member from each of the three bodies will be appointed to take charge of each subject and thoroughly consider it. reporting back to the joint committee of city, county and school officials. One committee will handle revision of laws. To this committee will be referred problems that the other committees may find confronting them in carrying out their plana for dealing with the various subjects. The members of the programme com mlttee were at a luncheon at the Com mercial Club yesterday, as guests of Mr. Holman, and at that time their re port was completed, ready for submls sion to the meeting tomorrow. Three representatives of the Taxpayers' League were also present at the lunch eon in an advisory capacity. The special committee to handle each of the 11 subjects will be appointed by Holman. Sabin and Brewster. Following Is the list of subjects re garding which it was found that there Is a duplication of work, or which, by co-operation between the three depart ments. may be materially cheapened through closer co-operation: Account Ing, elections, . engineering and paving specifications, mechanical repairs, parks and playgrounds and their su pervision, peace officers, public health, purchasing department - and standard! zatlon of city, county and school sup plies, .real property, revision of laws and taxation. "The solution of the problem whlc! we are studying may possibly result in the hastening of a time when th city and county governments of Mult nomah County and Portland may be consolidated under one jbody of of ficials," said Mr. Holman yesterday. Handle, an old resident of Centralia, is in receipt of a letter from Paul Grogger, Leeds, Mo., a comrade in the Civil War, from whom he has not heard in 50 years.
