REFERENDUM NOT FEARED Factions Not All Agreed but Bills Near Enough Agreeable to All to Encourage Actual Progress Is Hope of legislators. STATE CAPITOI Salem. Or., MarcJ 1. (Special.) The good roads sltua tlon as it stands, unless tbe referendum is applied, which now seems improb able, gives to Oregon both a. county bonding- act and a stats nlgnway act. The county bonding act provides tor the Issuance of bonds up to the limit of credit as outlined in the constitu tional amendment passed by the people at the last general election, with the County Courts practically the arbiters in good roads matter. The highway commission act pro vides for a. levy of one-quarter of a mill, for the use of convicts on the roads and for a. State Road Engineer, who will act in a consulting capacity for the County Courts and will also prepare statistics and data which will be valuable in the carrying out of road work. People's Dictum Analysed. These are practically the first two comprehensive road laws which have ever reached a definite form. While some road legislation was passed two years ago, general In its nature and wide in its scope, the bills failed to meet the approval of the Governor and no particular effort was made to resur rect them this year. This was largely due to the fact that the present Legis lature saw In the votes of the people practically a dictum to go ahead with certain good roads plans. It was found in the amendments which provided for a limitation of 2 per cent in state and county bonded Indebtedness for the construction of good road-s that the people had an in tention that the Legislature should go ahead and pass some legislation which would be rational and workable. The people also provided by their ballot at the last general election for the working of convicts on the roads, and while they repudiated the theory of a state-aid plan of any magnitude it was seen from the proposals which the people adopted as to the working of convicts that they did intend the Legislature should take an advanced stand as to providing for some method whereby convicts could be used in con struction of roads. Referendum JJot Expected. These were the views which the Leg islature took of the road question and the two big road laws, which have been passed and sent to the Secretary of State's office, are the outcome of these theories as to Just what the people meant when they voted on road Igisla tion as they did. All of the factions have not been en tirely pleased with all of the detalls-of the bills put through. It is believed, however, there are enough bills agree able to all of the factions so that there will not be any particular faction de sirous to see their work Impeded by the use of the referendum. THREE NEW ARMORIES AIDED Eugene, Medford and Koseburg Pro Tided for by Tjeglslature. STATE CAPITOL, Salem, Or., March 1. (Special.) Three new Armories have been provided for by this Legis lature, one at Eugene, one at Med ford and one at Roseburg. The Armory for Roseburg was to have been con structed out of funds appropriated two years ago. Arrangements were made for the tax levy by the county at the tlmo, the site was purchased and turned over to the state and final arrange ments were made to go ahead with the building when it was discovered that the state fund was exhausted. Armories that are constructed by the state-aid plan will also be used for meeting places for the G. A. R. and auxiliary organizations under another bill, which has passed the legislature and has met the approval of the Gov ernor. PTTSfctlcally all efforts at amending or tampering with the initia tive and referendum laws signally failed at this session of tho legislature. A number of proposed amendments which vere considered as wholesame features In doins away with evils said to exist in the present Initiative and referendum laws did not meet with the approval of the committees or with the Jjeclstature as a whole. Tho general sentiment as to such changes seems to be that the lows which are exercised solely through, for and by the people should remain as they stand until such time as the peo ple see fit to remedy errors or offer improvements through these same laws themselves. BILLS WHICH HAVE BECOME LAWS LIST OF MEASURES SIGNED BY THE GOVERNOR FILED. MUCH MONEY SAVED TO STATE Incinerator at Asylum Will Dispose of Pauper Dead. STATE CAP1TOU ialem. Or., March J". (Special.) With the final approval of the Governor to a bill providing for a crematory at the Oregon State Insane Asylum, it is estimated that thousands of dollars will be saved to the state an nually through disposal of pauper torpse8 which are now burled In the plots in the vicinity of the various In stitutions. The crematory will be used not only for pauper dead from the asylum, but from the various Institutions. At the ame time a large cemetery which oc cupies a blfr tract of some of the most valuable ground at the institution will be converted to other uses, and the. bodies now lying there will be ex burned and Incinerated In the crema tory. , 1 4i no Farmers Complain or Road. I'pun complaint of a number of farmers living south of Eugene, the County Court yesterday directed the county attorney to take steps to compel the Portland, Eugene & Easern Railway to restore to good order the street and road sooth of Eugene, where the line runs through the middle of the county road.
