Or Is the City Council Merely In Need of a Grammar Lieaaenf A man can walk four miles an hour, providing he humps himself, but how fast can an automobile walk? This ques tion Is now bothering the city Judiciary considerably. To City Prosecutor Fitz gerald -and Judge Cameron It la a mat ter of the greatest Importance. In order to properly fulfill their functions as city officials It will be necessary for them to learn how fast an automobile can walk, or If it can walk at all. The dilemma developed yesterday fore noon when Mr. Fitzgerald was asked for an arrest warrant for an automobile driver. - The warrant was asked for un der a new ordinance passed a short time ago by the City Council, wherein It Is provided that automobiles must go slow at street Intersections rounded by street car lines. In order to thoroughly fa miliarize himself with the new ordinance the prosecutor read it through. It says: "It is hereby declared to be unlawful to operate any automobile or to drive any vehicle drawn by animals upon or across any Intersection of streets where street cars turn, at a greater speed than a walk." The police report showed that the auto in question went around a West Side street corner at a rate of 10 or ii miles an hour? But was that faster than the walk referred to In the city ordinance? Is an auto walking when It Is going two miles a minute or when It travels two miles an hour? "Dan Patch won in a walk at 2:01 one time," suggested) Bailiff McDonald, "and an ostrich walks 20 miles an hour with out exertion." The Issuance of the warrant was finally postponed until Monday pending an ef fort to learn definitely what the Council meant by "a walk." Incidental Inquiry will be made regarding the cost of put ting the Council through a course In English composition. Denver & Rio Grande's Earnings. NEW YORK, ' Sept. 8.
