The proposition to make a 10-mlll levy In St, Johns for the comlnp year In order to wipe out the present debt, create a fund for expenses and to erect a city hall Is opposed generally, so it is said, by the property-owners. According to the As sessor' flfjures the taxable valuation of by property inside the city limits of St. jonns is i,zou,wo( or tnree times wnat It was last year. A 10-mlll levy would raise $12,000, enough to clear off the pres ent debt and leave money to meet all current expenses. The debt of St. Johns, including the purchase price of the ground secured the past week, is above J5000, for which the city has a public dock, some fire apparatus and grounds for a hall. All of this debt is in the form of warrants bearing 6 per cent, issued by the city, confessing Judgment for the claims. Part or the debt Is for salaries of the officers. "Warrants were issued, as the city has no income. Some want a 4-mill levy, which would not pay off the present debt. Just what the levy ill be made Is not apparent at thin time, but it Is expected that the Mayor will call a meeting and get an expression of the people as to what they consider rea sonable. The $1000 check recently re-t-Ived for license to sell liquor cuts quite a slice from the debt. Sats Hold East Third Street. Jo seph Supple, who has a shipyard on the Kast Side, says that under no circum stances should a franchise be given for a railway spur on East Third street. That street, he says, should be kept by the public and not be given to any railway, but he thinks that a railway should be built on the street that would be com mon to all linos. "It costs me now 410 to get a carload of knees from the West Side to the East Side alone," he said, "and if I have them come down East Water street on the O. W. P. track It costs me ?15 $5 for the O. W. P. and the 510 for the other lines. All this is wrong. We should hold on East Third street, as It Is the only street that is left In this district.' Michigan Societt Will Entertajk. The Michigan Society will hold a turkey. fest at the rooms of the Concordia. Club Thanksgiving eve, and .have arranged an interesting programme for the evening, which includes a duct entitled "The Girl From Kay's" by the Xordstrom brothers, clubswinginp by Professor Rlngler and the Misses Ballln, i ocal solo by Miss Edith Nordstrdm, buck and wing dancing by the Nordstrom brothers and the distribution of turkeys, after which dancing will be Indulged in by those In attendance. All members of other state jwcletles arc cordially invited 'o attend. The Michigan Society will give a masquerade ball on December 19. Found Dead in His Boom. John Kow alski, a native of Russia, was found dead last evening in his home, 5S4 Delay street, near" the Alblna car shops. He had been employed as a shoemaker in one of the down-town shops, but had been ill and unable to work for some time. He was 51 years of age. Last night his son, Stanley, upon going home from work, found his father very ill and went to summon a friend to his aid. Upon return ing, the father was found dead In his bed. Coroner Flnley was notified, but as there was no suspicion of suicide or foul play an Inquest will not he held. Notice to Exhibitors and Concession aires. A petition has been signed for the im provement of East Burnside street from the bridge to East Tenth, with bltulithic pavement. It was reported last evening mat enougn signatures had been secured to Insure the improvement being made. Death of a Teacher. Miss Josephine Preston, who died the middle of the week, was a teacher of the St. Johns School, and was highly valued In lhat capacity. She had been in charge of the third grade In the school for some time. The funeral was held in Falrvlew. Fallacieb or Socialism. At the Peo ple's Forum this evening. Elks' Hall, Marquam building, E. Falkman is having a two-story combination flat and business building erected at Grand avenue and East Taylor street that will not be pro1ded with a single key for its many doors. Every lock will bo keyless and operated with a combination lock for each room on the. second floor, where there will be six flats, 1 the front flats being provided with nve rooms and the rear ones with six rooms. Otto Kleemann prepared the plans of the building. Complains of Injustice. Gucclovanni Guccione called at The Oregonian office yesterday and complained of unfair treat ment at the hands of the State Barber Examining Board. He alleges that he started to work In a Third-street shop in the morning, but that a member of the Board called upon the proprietor and forced him to discharge Guccione or make him purchase another card, costing $1. Guccione did not have a dollar to pay. and had to quit his Job. He thinks this is an Injustice, Rev. Edward Albrecht, recently sentenced at Vancouver, Wash., to a term in the Penitentiary at Walla Walla on a charge of assaulting a young girl, was locked up In the city prison last night by request of Deputy Warden E. G. Rourk. Rourk Is evidently afraid his prisoner will escape before he oan return hua to Walla Walla and keeps him con stantly manacled. O. S. Head Is Injured. O. S. Head, a clerk of the O. W. P. Company, living at Tremont, fell from an electric, car at East Nineteenth street on Hawthorne avenue, yesterday morning, striking on his head. He was severely bruised, and was taken to Good Samaritan Hospital for treatment Ajirested for Attempted Tut.ket Stealino. While trying to steal a tur key from H. S. Wlnson, at 120 Seventh street, last night, M. J. McDcrmot was caught in the act, and, after a fierce fight to get away, was arrested. He was charged at the station with attempt at larceny.
