IS THE MORNING ' jOREGOXIAX, MONDAY, OCTOBER 23, 1920 INJURY TO SCHOOLS SEEN XIRD REFUGE WILIi TAKE AWAY TODS, CHARGE. At. Least $300,000 Would Acme to State if Land Is Xot Ceded, Says Percy A. Clipper. SALEM, Or.. Oct. 24. (Special.) hat the passage of the measure ced ing to the federal government 47,000 acres of' land in Harney county for the establishment of a bird refuge would rob the common school funds of the state of approximately $300,000 without any corresponding benefits was the the assertion made today by 1'ercy A. Cupper, state engineer, who eaid he was familiar with the char acter of the lands involved in the bill. "W". L. Finley, according to press dispatches, urges that we adopt the Roosevelt bird refuge measure be cause it is the result of a compromise between the Hanley and other irriga tion Interests of Burns and the Swift -Corbett interests of Portland, and the proponents of the bill," said Mr. Cupper. "It is obvious that these interests compromised in order to save their property from the effects of the very drastic measure which was originaffy proposed. Even though the William Hanley interests and the Corbett Swift interests found it necessary for the protection of their personal prop erty to agree to the compromise measure, it does not seem to follow that the voters of Oregon should give 47,000 acres of land to the federal government which the measure pro poses to do. "At least 30,000 acres of this area 1b suitable for agricultural purposes and thousands of tons of hay were cut from these lands this season. Much of the land belongs to the state of Oregon and the proceeds of their sale, which would aggregate several hundred thousands of dollars, should be added to the school fund. "The advocates of the measure are now urging ttiat because these irri gation interests were forced to an agreement on the compromise meas ure to protect their personal prop erty, that the voters of Oregon should accept the same without question. "The state land board, composed of the governor, secretary of state and state treasurer, now has fun con trol over these lands and can handle them as seems best for the public in terests, and thi3 board has strongly urged defeat of this measure."
