SALT LAKE IS SECOND Survey Made of Medical, XOgal and Educational Measures to Fight . 0 Social Diseases. Portland leads the United States in legislation and methods and systems I for controlling and combatting so cial diseases, according to a report ust Issued by the United States pub lic health service made after an ex haustive study of all large cities. A copy of the report was received yes terday by Mayor Baker. Out of a possible 1000 points.Port land has a score of 795. The nearest city to this is Salt Lake City, Utah, with 769 points. The report and the investigation covers 444 cities. " "Surveys have been made," reads the report, "by officers of the United States public health service of medi cal, legal, educational and general co operative measures In force February 1, 1920jfor combatting social diseases in the largest 444 cities of the United States. In conducting the survey, in formation was obtained In answer to approximately 300 questions re garding local conditions and the sur veys were carefully studied at Wash ington before the grades were issued. They are based on a possible 1000 points. Menace in Diseases. In the great majority of cities so cial diseases are alarmingly pre valent. They work insidiously. They cause much invalidism among married women; they have a murderous effect cn children. Much suffering formerly charged to other causes Is now known to be due to these diseases. Wise citizens will not be too proud to face frankly the problem. Those cities which ignore these diseases do so at the risk of permitting the spread of a terrible menace. "It is -planned to make a second survey of the 444 cities included in this report about November 1. The progress of the various cities In in augurating medical, legal, educational and general co-operative measures will be watched with interest. Wider publicity will be given to the results of the second survey, and particular attention will be paid to the improve ment that each city makes in the in terval between the two surveys." In the cities with 000,000 population and over Detroit leads with 694 points. Portland leads cities with pop ulation from 100,000 to 500.000 and Oklahoma City leads cities with pop ulation from 50,000 to 100,000, the Oklahoma score being 706. Lincoln, Neb., with a score of 720 leads In cities with population from 25,000 to 60,000 and Glens Falls, New Tork, with 604 points leads cities with pop ulation of 25,000 and under. Iterib JVev., at Bottom. Of all the classes of cities Port land's score of 795 is the highest. Reno, Nev., foots the list with a core of 5 points. Salem, Or., Is given 421 points, this being the only city in Oregon scored outside of Portland. Tacoma, Wash., Is scored at 738 points, Spokane at 713 points and Seattle at 510 points. Portland's high rating is attributed to the aggressive campaign conducted by the city and the state against so cial diseases during the past two or three years. Portland's municipal ordinances on the subject have been widely copied as have also the systems- employed here, including the de tention homo for women, the clinics maintained, and the educational cam paign conducted. "The report is a source of much gratification," said Mayor Baker yetterday. "It Is recognition of sev era! years of hard work on the part i roruana. Or., Aug. 27. (Special.) Five hundred and six persons were injured, due to industrial accidents In Oregon during the week ending August 26, according to a report filed by the state accident commission here today. William Kilberg, logger, of Coch ran, and James J. McKenna, logger, of Twin Rock, were killed. Of the total number of accidents reported, 4'i5 were subject to benefits under the workmen's compensation act, 12 were from firms and corporations that had rejected the act and 29 were from publio utility corporations not piotected by the law.
