FARIS, June 18. Dr. Mayer von Kaufbeuren. German charge d'affaires here, refused the offer of the German chancellorship tendered him by Karl Trimborn, leader of the German cen ter party, who is trying to form the ew German ministry to be organized as a result of the recent election.
