The campaign training conference of the interchurch world movement will open thia morning in the First "orisreBational church at Park and Madison streets, to perfect plans for the simultaneous financial campaign w hich will be held under the direction of the interchurch world movement in Orepron, April 25 to May 2. Frank C. Jackson. Oregon cam paign director, received word last r.isht that Otto Mayer of the national survey department of the interchurch world movement, with headquarters In New York, will be in Portland to speak on the county survey work, taking the place of lr. ' Quotas to be raided in Oregon dur- j ins the coming campaign will be made public at the conference. CHEAP LIGHT PROBABLE Chinook Citizens Plan to Obtain Supply at Low Cost. CHINOOK, "ttah., March 16. (Spe-J cial.) That Chinook will solve the problem of minimum cost of electric lights is assured if the plans of .the local commercial club fructify. A committee composed of H. C. Plumb, J.. C. Fenn and Chris Hansen have evolved a method of utilizing the water from the head of the Chinook river which is to be brought down to tiie new fish hatchery in a pipe line", it is proposed to organize a stock company locally and petition the fish eries department to increase the size of their proposed pipe line from a six-inch to a ten-inch pipe, the added i-xponse to be borne by the company. The company would then install a turbine. It is also proposed to build a reservoir on the river which would enable Ihc company to maintain ser vice during the dry summer months. FRANK DAVIS. ARRESTED J'oriiicr Stale Prohibition Officer Ago. in in Trouble. liAKKIi, Or., March 16. (Special.) Frank lavis, former member of the Haker police department and recently fiiscliarired as state prohibition officer after being involved in a liquor party in l.akeview, was arrested here late .Monday niht by Chief of Police Palmer and is being held in the city jail on a warrant from the United States marshal in Portland. Davis is said to have been posinu as a state officer since his discharge from that pn.it ion. Last Friday the Raker authorities received a message from the federal inithorilics in Portland ordering the Immediate arrest of Davis because he l;ad failed to appear as witness in the Donncllv Ibiuor case being tried the federal court in Portland March 11. Chief Palmer found him loafing near the railway station, lie will be turned over to the federal authorities. DEMANDS CLOSE MILLS Jvalama Plants I eject Itcquot of Miinjrlc Weavers for Rise. K A LA MA. Wash.. March. 16. (Spe cial.) The 1'oliinibta shingle mill and the Barr shingle mill of this city are closed down indefinitely, following a demand of the shingle weavers' union for an advance of 2 cents per thou sand over the existing scale. Two members of the union who had attended a meeting in Williams' ball ttartcd a rumor last week that the mill owners and business men of this city had bought a large number of guns and ammunition to be used in case of strike, as they had seen the tame in the hall, but the union con tradicts this, as it is known that the guns were purchased two years ago by the Home Guard. WALLA WALLA CITY SUED "IVater Bond Issue "Legality Is Questioned In Complaint. ""VALLA "WALl-A, Wash., March 16. (Special.) Complaint was filed In the superior court today to enjoin the city from Issuing and selling; half a million dollars in bonds to improve the city water 6upply. John W. J.angdon, president of the commercial club and also a member of the city water commission, and W. II. Case, property owner, are the plaintiffs. The caso- will be carried to the supreme court. It is announced. The suit is to determine the exact status of the bonds. The bids for the bonds were opened last week and were be low par so they could not be accepted under the state laws. NEWBERG POSJ TO BUILD Jrion Plans Permanent Home to Cost $30,000; Pnblic to Help. XEWBERG, Or., March 16. (Spe cial.) The Lester C. Reese post of the Newberg American Legion recent ly held a public meeting at the legion hall, the public being invited to assist in the furtherance of plans for a $30,000 memorial hall in honor of the men in the service during the world war. A tentative building site has been selected close to the business section. Washburn Trial Begins. CHEHAL1S. Wash., March 16. (Special.) The state case against J. G. Washburn is on trial in the Lewis county superior court here. Washburn is charged with a statu tory crime. A jury awarded H. H. Payzant $455 damages in his suit against the Meskill Lumber company. Senate Official Appointed. CHEHALTS, Wash., Starch 16. (Special.) Herbert H. Sieler of Che halis will be assistant secretary of the senate at the legislative session next week.
