DURAND'S TRIP SECRET Purport Believed to Have Been to ', Get .. V. Cauthorn Lined Cp - to Rcgaiu Assistant Position. An alliance which is said to slate Alfred W. Cauthorn., prominent Port ' land democrat and editorial employe of the Oregon Journal, as the next postmaster of this city, and which will return Harry Durand to his for mer position of assistant postmaster, has been recently formed, according to reports emanating from Washing ton. D. C. Mr. Durand returned Saturday tronx an eastern trip, around which consid erable mystery existed. Reports is sued by Air. Durand gave New York as his destination, but it is said that the former assistant postmaster found his way to Washington, where he not only negotiated in behalf of himself, but is said to have presented Mr. Cauthorn's name as the logical suc cessor to ex-Postmaster Myers. The same reports say that Mr. Durand was successful in convincing certain high democratic officials that Mr. Cauthorn's selection would be" a popular choice in Portland and gained assurances from these officials that all possible would be done to place Mr. Cauthorn in charge of the Port land postoffice. According .to the plan, it is said, Mr. Duiand has joined hands with M Cauthorne on the distinct understand ine that it the position of postmaste is given to Mr. Cauthorne, the latter will immediately return Durand to ' his former position. " Under the civil service rules gov erning the appointment of postmaste tt is possible for the appointment of any application, whom the postal offi ' cials deem "capable, efficient and pos sessed of certain proper qualifica tions." which are reported followin , investigations made of each applicant by inspectors of the postal Bervlce ' So great has been the demand fo . application blanks by people willin to take the examination for postmas ter that the supply has been exhaust rd and more blanks have been requi sitioned. All sorts of people have ap plied for the blanks, and women hav sought information as well as men The weight of the examination con sists of 20 for education and 80 fo business experience. The applicant must be at least 30 years of age an must submit a new photograph. The npplicant must show that he or sh has had five years in a responsible position, such as president, manager ireneral superintendent or general manager of a firm, corporation concern doing a large volume of busi nesa. The applicant must have been in active charge of the business and must state the nature of the employ ;!ment and number of subordinate em ;ployes. A mi:iute account of the edu rational qualifications is necessary, giving courses studied, degrees re ceived and post-graduate course, if any. Special inspectors will come to Portland to look into the charade and qualifications of each applicant, and stresss will be laid on the ex ecutive ability and business experi ence of the applicants.
