Ir the Senate passes the Shackleford good roads bill and $25,000,000 annually is appropriated by the Federal Government to aid states in buildingr, maintaining and improv ing roads, Oregon wil receive from the Federal treasury a total of $212,000 each year, provided the state raises a like amount. Under this bill the State of Washington would receive $262,500 annually, Idaho would get $112,500 and California $503,750. It remains to be seen whether the Senate will pass this bill in the form in which it went through the House February 10, or whether some amendment will be adopted changing the basis of appor tionment so as to increase the allot ments made to Western states. The Shackleford bill appropriates $25,000,000 to be expended under the direction of the Secretary of Agricul ture. Out of this lump sum will be deducted a certain amount annually for administration purposes. Then $65, 000 is set aside forrfach state; The re mainder of the fund is then divided into two parts. One-half is pro rated emong the elates, the first half on the basis of population and the second on mileage of star and rural mall routes. Mall Route Mileage Factor. For illustration. Oregon's population according to the latest census was .74 per cent of the total population of the United States. Therefore, out of the first half, Oregon would receive $92,500, which is .14 per cent of the lump sum. In like maner the total milaage of star routes and rural routes in Oregon con stituted .96 per cent of the total route age in the entire United States, and Oregon, therefore, out of this fund woifld receive $120,000. which is .96 per cent of the second fund, making an ag gregate of $212,500. The $65,000 allot ment is included in the total given. The Secretary of Agriculture, on fig tires gathered from official sources, is required each year to compute the al lotments to be made to each state and to furnish a statement of the allot ments to each of he Governors. The Secretary and the Governors of the states, or officials designated for this purpose by the Governor, will jointly determine the roads in each state which are to be constructed with the moneys allotted by the Government, but no part of the Federal fund is to be used in any state until the state itself has set aside an amount equal to the Fed eral allotment. In other words, the states and the Federal Government are to co-operate in this work, each bear ing half of the cost Three ClaMea Recognized. The bill provides for the division of roads into three classes: Class A being macadamlzod roads: class B, - gravel, shell or combination sand and clay roads: and class C dirt roads, which are arched so as to shed water, and ditched on the side for drainage. No money shall be spent by the Govern ment for the construction or mainte nance of roads that do not come within one of these classifications. At the end of each fiscal year the United States will pay to the states on each mile of class A road Improve ment the sum of $60: on each mile of class B road $30. and $15 per mile for class C roads. But no payment will be made for roads which do not come within one of these classifications. In other words. Government money will not be spent for the construction of rough roads which are not properly graded and drained. The bill specific ally stipulates that it is not intended to authorize any Governor to create any new office. SENATE BURMED IN EFFIGY Action of Cordova Mob Arouses In dignant Juneau Citizens. JUNEAU, Alaska, . March 4. (Spe cial.) Indignation is expressed here today at the action of the mob of citi zens of Cororaj "P-Tfsed to have been led by George DooTey, who burned all the members of the Territorial Alaska Senate in effigy, excepting Dan Suth erland, because of the' report that they had opposed before Congress the construction of the proposed Gov ernment railroad in Alaska. The burning in effigy was the direct result of an item in the Congressional Record of January 28 in which a letter signed by the seven Senators is print ed. The letter states that the Alaska Senate took no action for or against Government building of railroads in Alaska but left tre matter entirely to Congress, but had, however, indorsed the report of the Alaska Railroad Com mission. IDAHO POTATOES IN DEMAND Product of Lewiston Vicinity Popu lar in St. Louis. LEWISTON. Idaho, March 4. (Spe cial.) Potatoes grown in this vicinity, irrigated by the Snake River, are lead ing in the demand for tubers in East ern markets, according to advices re ceived here from St. Louis. It is said the Idaho potato differs from the Wisconsin and Michigan brands in its clear, clean skin, fine flavor and great nutritive value. St. Louis dealers predict 200 cars, 30,000 bushels, will be sold there this season. The average carload price is from $1 to $1.10 a. bushel. Of this the grower gets from 65 to 80 cents. Efforts are being made by the St. Louis distributors to induce the rail roads to reduce, the freight rate from Idaho from 53 cents to 38 cents a hun dredweight. BAKER DEBATERS WINNERS Union Higb School loses 3-to-0 on Literacy Test Amendment. UNION, Or.. March 4 (Special.) In the high school debate held in this city last night the Baker team won a com plete victory over the Union team. The question discussed was the literacy test amendment to the Dillingham bill. The Union school had the affirmative, and was represented by Mark Crouter and Laura Elmer. I. B. Bowen, Jr., and Roy Allison took the floor for the Baker school. McMINN VILX.E, Or.. March 4. (Spe cial.) Thirteen candidates for Yamhill County offices have filed their peti tion, while several are known to have their announcements ready and others have announced their candidacy through the local press. The Legisla tive ticket is still open, even the office of State Senator for the Tenth Sena torial District, comprising Yamhill County, is still open, but three candi dates have been mentioned for the Re publican nomination Roy Graves, of Sheridan, Sam Laughlin, of Yamhill, and W. T. Vinton, of McMinnville. The liveliest fight Is promised over the County Commissionership, for which four candidates have filed for the Republican nomination, while the Democrats have not been able to find a formidable candidate up to date. Those that have filed are C. E. Fuqua. of Wlllamina; William Gunning-, of Bellevue, Sandusky Wilson and John C. Pennington, of McMinnville. There are -three Republican candi dates for County Clerk and two for Surveyor. For Clerk, G. W. Jones, in cumbent, McMinnville; Charles B. Wil son, of Newberg-, and B. A. Johnston, of Yamhill. The Democrats expect to run Glenn Briedwell, of Amity, for County Clerk. H. W. Hearing and JT G. Hefty are the Republican candidates for County Surveyor, while Sylvander Simms is the Democratic candidate. Simms is a partner of Hefty, and Herring is the present bolder of the office. Sheriff Henderson is out for re-election. He has served five terms. W. W. Nickell, of Carlton, is candi date for the Republican nomination for Recorder.. He will be opposed by H. S. Maloney, Democrat, present Recorder. Roy R. Hewett, an attorney, of Mc Minnville, is in the running for County Judge as a Republican, and J. B. Dod son, also an attorney of McMinnville, expects to file this week. WOMAN HURT; CITY SUED Lewiston Parents Say Child's Death Due to Bad Sidewalk. LEWISTON. Idaho. March 4 (Spe cial.) John Robinson and his wife, Addie Grace Robinson, vs. the City of Lewiston, is the title of a suit filed In the District Court yesterday, seeking $20,000 for alleged damages sustained by the plaintiff,. Mrs. Robinson, on Jan uary 3, 1914, on account of a defective sidewalk at 323 Adams street. The complaint says that a child of the plaintiffs died as a result of Mrs. Robinson's fall, and that the mother sustained Injuries which may be per manent. Court Sits at Pasco. PASCO. Wash.. March 4.
