Pendell, of New York, whom the Prohibitionists have secured to superintend the field workers of the party, has arrived in Portland. He will promote publicity for the "out-to-win" campaign, by which the "drys" hope to carry the statewide prohibition amendment In 1914 and also to elect Prohibition party officials so that they shall have power to administer the law for which they alone stand sponsor among- political parties. Mr. Pendell has been a Prohibition newspaper man and editorial writer for. nearly 20 years and has a National reputation among: Prohibitionists as a political worker. He has conducted a number of campaigns In Eastern states, and In 1904 he managed a legislative campaign for the Prohibitionists In Governor Deneen's home district in Chicago. "The Prohibitionists of Oregon are in better shape to conduct a winning campaign In 1914 than they are In any other state in the Union," declared Mr. Pendell at Prohibition headquarters yesterday. You must remember," he continued, "that vre do not have to secure a majority of the votes cast to carry the election for our candidates. In the election of public officials a plurality of votes will elect. And with the other parties spilt up as they are It Is by no means impossible for us to win a plurality of votes for the next elec- tlon." Basing our computations on the election returns of 191 and the natural Increase of population we estimate that 60.000 voters in the state will turn the trick. "We already have about 18.000 pledged voters enrolled, and our work ers are making reports of added hun dreds almost every day. "We now have eight paid workers In the field superintending the work, enlisting local workers and instructing them how to proceed, and a number of cities and towns already have enough voters enrolled to carry the next elec tion. In such towns we are urging our workers to keep at it to make the elec tion as nearly unanimous as possible." Cows In Belgium wear earrings.
