Spence and a party of 150 Canadian men and women who were in Portland yesterday as guests of the 'promotion department of the Portland Commercial Club, left for Seattle late last night fairly loaded with souvenirs of Portland, chief among which were great bouquets of roses which were sent to them by the Commercial Club. While the . visitors were enjoying themselves yesterday evening the re ception committee from the Commercial Club went to the station and decorated the interior of their train with roses, leaving a great bouquet' for each wom an in the party. Through the courtesy of the Chamber of Commerce 150 al bums of "Oregon, the Land of Oppor tunity," were presented to the Can adians and 150 volumes of the Oregon Almanac were sent with the compli ments of the Commercial Club. "We are delighted with Portland and the reception that has been given us here," said Dr. Spence. When the Northern visitors arrived they were taken at once on board spe cial cars for a sightseeing trip about the city, a visit to the forestry build ing, the sawmills and Council Crest. They were at the Oregon Hotel at noon for lunch, and passed the afternoon visiting other points of interest in the city. Members of the reception committee were C. T. Haas, F. L. Purse, M. E. Attorney for Ann Russell, the Heiress, Says $87,500 Sufficient, State Estimates $30O,0OO. Circuit Judge Cleeton yesterday or dered reappralsement of the estate of Mary Pennoyer and appointed Henry E. Reed, County Assessor: Charles W. Myers, real estate editor of The Ore gonian, and C. F. Adams, president of the Security Savings & Trust Company, to make the new valuation. W. M. Gregory, appearing as attorney for Ann Russell, the heiress, a granddaughter of Mrs. Pennoyer, thinks that the ap praisement should remain at $87,500. Thomas F. Ryan, of Salem, Deputy State Treasurer, who appeared for the state, believes it should be $300,000. The property, the valuation of -which is in dispute, consists of two lots at the northwest corner of West Park and Morrison streets, a part of the site ou which the Olds, Wortman & King store stands. It is assessed at 1177,000, but with the rest of the store is under a 50-year lease to the Trustee Com pany, five years of which have ex pired. The share of rent accruing to these two lots is now $375 a month and will be $937.50 a month during the last five years of the lease, which was taken on a sliding scale. It provided for a $300,000 building to become the property of the realty owners on expi ration of the lease. The fight is over how much inheri tance tax should be paid. Attorney Gregory contends that the value should be fixed according to the terms of the lease. Mr. Ryan disagrees, contending that if the lots are assessed at $177, 000 they must be worth at least $250, 000, and he figures the contingent equity in the building at $50,000, mak ing a total of $300,000. Under the state law when property is willied in the direct line of descent $5000 is exempted" from inheritance tax and 1 per cent of the remainder goes to the state: More Cables to Connect Continents. LISBON, Portugal, July 18. Two new telegraph cables will connect the United States and England by way of the Azores. The contract was signed today between the Portuguese govern ment and the Europe & Azores Tele graph Company CONFERENCE IS CALLED LABOR CONDITIONS TO BE DIS CUSSED BY COMMISSION. Law Provides for Hearings by Com mittee of 12 From Employers, Employes and Public. Difficulty in securing persons willing to represent the employes and the pub lic in conferences for the purpose of inquiring into the wages and conditions of labor of women and minor employes in retail stores and factories is being experienced by the Industrial Welfare Commission. Under the law which created the commission and defined Hts powers, it is provided that before the commission takes action in regard to the workers in any industry, it must first call conference at which the employers are to have three representatives, the em ployes three representatives and the public three representatives. These, with the three members of the Com mission, are to compose the conference that shall inquire into the particular industry for which the conference is called, and the rulings of the Com mission shall be based on the findings of the conference. The first conference to be called by the commission is that for the mer cantile establishments employing women and minors, Including depart ment stores, some drugstores and other smaller retail concerns. This -conference will convene at the commission's office in the Commercial block at S P. M. Monday, at which time the con ference will organize and have its duties explained to it by Chairman O'Hara of the Industrial Welfare Com mission. The second conference will be one of particular interest because it, being a factory conference, will include the case of the strikers at the Oregon Packing Company's plant. It will con vene at the commission's office at 8 P. M. Bakeries, tailoring establish ments, confestioneries and other fac tories will be included in the scope of this conference. Chairman O'Hara said last night that there was little doubt but that the list of representatives of the employes, the employers and the public would be completed for the times set for the conferences.
