One -of the most animated sessions of the City Council ever held in Port land is promised for this morning a 10 o'clock, when the question of salary Increases for The year are to be thrashed out. Mayor Rushllsrht Is of the opinion that there, should be some rises, but he favors the merit system, as he says some employes are worthy and some not of advanced pay. Councilman Daly Is lighting; for ln rriascs for the laborers, ahead of all othT employes, as he says they stand most In need of help. He describes their condition as "a tragedy." . They now are paid $2.75 a day and are ask lntr for 3. They work etght hours daily. Councilman Baker, who Is one of the Mavor's political lieutenants, probably will take a leadine part In the debates this jnornintr. Ho will support the Mayor's contention for application of the merit system for all of tha city employes. Ho declares that he be lieves, however, that the same rate of pay should apply to all laborers. In other branches of the service, he says lie believes that men who are more capable than their fellow-employes in the same line of work, should be re warded, but that the others should not be paid accordingly. One of the principal fights or the day probably will be waged over the recommendutlon of the ways and means committee for an assistant Chief of Police. Mayor Rushlight wishes this position created, as does Chief of Police Slover, both aeciarms; tnai an assistant is necessary to the proper runninir of the department. Council man Magulre. an avowed candidate for Mayor. Is opposed to this pro gramme, and is fighting It. He con tends that it Is a waste of public funds and unnecessary. Increases already recommended by the committee aggregate about $25,000 and many more have been asked for. All of these will be considered this morning. There never has been any systematic manner of granting salary increases In the city departments. Every year . there is a big fight over this ques tion. A large number alwavs have been graned. leaving still others not granted. WASHINGTON NATIVE DIES Jlrs. George W. Force Passes Away in Portland. Aged 55 Tears. Mrs. Anna Elizabeth Force, born In Clark County, Washington, near Van rouver. 55 years ago, wife of George W. Force, an Oregon pioneer who lived on Columbia Slough, near Columbia River, for many years, died at Good Samaritan Hospital Wednesday. Mrs. Force was the daughter of Peter Fulk erson. who crossed the plains to Ore gon many years ago, settling In Clark County. Washington. She was married to Mr. Force Sep tember 18. Is7. and they settled on a ;S7-acre tract on Columbia Slough near the present Vancouver landing, where they lived for many years. For a time they lived in East Portland, where Mr. Force was a member of the Arm of Burkhard St Force. Afterwards they moved to Vancouver and from there to Portsmouth, where they lived at 1743 Portsmouth avenue for the past few years. Mrs. Force Is survived by her hus band and two children Fred W. Force and Mrs. Kathryn M. Mclrwln. The funeral wilt be conducted Saturday at 2 P .M. at Holmau's chapel, and the interment will be made in Columbia Cemetery. flEVIVAL WELL ATTENDED Laurelwooil Methodist Episcopal Services to Continue Next Week. Large congregations are attending the revival services now being held at the Laurelwood Methodist Episcopal church. Sixty-third street Southeast, by Rev. C T. Cook, the pastor, assisted by prominent ministers of the denomi nation, i '" Dr. H. J. Coker. of Denver, one of the field secretaries of the Home Missions of the Methodist church, preached last Wednesday tilght to a large audience, while' Rev. J. W. McPougall. the dis trict superintendent, is giving a series of addresses, which will not be con cluded until the end of next week. An all day meeting has been planned for next Sunday with a musical pro gramme in the afternoon, starting at ; o'clock. Rev. Alfred Bates, who has charge of the chorus, wilj sins, and special solos, duets and part songs will be rendered by members of the church choir. At the conclusion of the music, Mr. Bates will deliver the sermon. The services will continue all next week, commencing each night at S o'clock. MILWAUKIE TAVERN SOLD Sherlfr Maas Will Not Interfere I'n less Law Is Violated. liohert Burns, proprietor of Mllwau Vie Tavern, who recently was arrested for keeping open after hours and who was fined $100 at Oregon City for the offense, has sold out to Edward Saund ers, of Seattle. Sheriff Maas. of Clacka mas Countv. was in yesterday to see Sheriff Word, who has been urging him to close the place and keep it closed, and said that he had been ad vised bv District Attorney Tongue, of the Judicial district which Includes Clackamas County, that he had no right to interfere with the tavern as long as no state laws are broken. The place gets its license from the City of Milwaukle. paying $800 a year. As the situation now stands it is probable that Sheriff Maas will not in terfere unless the new proprietor sells to minors, keeps open in violation of the law or runs the place so as to render himself amenable to the state nuisance act. SWAGGERT SHOWS FIGHT Proprietor of "Hut" Starts Suit Against Sheriff. riiw Swrnre-ert. oroorietor of the Hut, on the Llnnton road, has started suit against Sheriff Word and the city au thorities of I.lnnton. within the corpor ate limits of which his place is included, to secure an order enjoining intener ence with his tavern. After ceasing operations as a Toaa- house Swaccert recently opened up again with the Intention of serving din ners and selling soft drinks. He com municated In advance wth Sheriff Word and was told that he would be arrested under the nuisance statute if he at tempted it and the Sheriff made good his word. Circuit Judge McGinn refused a tem porary Injunction to Swaggerfs attor neys with the result that the case will have to be fought out on Its merits.
