WASHINGTON AID SOUGHT 3Iea.suro to Go Before Legislature Ask9 Immediate Action and Re moval or Prison to Site to Assure Cheap Labor. To harness the entire current of the Columbia River, developing a minimum of 100,000 horsepower, the project to be prosecuted and operated by the states of Oregon and Washington, will be the end aimed at by a bill now being prepared by I. N. Day, Senator from Multnomah County, which will be in troduced early In the coming session of the Orepon legislature. The bill will provide for the Imme diate appointment of a commission of competent hydro-electric engineers to investigate the feasibility of the proj ect and to report to the coming Legis lature; for the acquisition of the prop erty necessary for the construction of a canal and power plant in case the commission's report is favorable; for the moving of the Oregon State Prison to the scene of the work, or the loca tion of a branch prison there, and the employment of the prisoners on the project; and will embody a resolution addressed to the Washington Legisla ture, asking that body to appoint a commission to work with the Oregon commission, and urging the state to co-operate with Oregon throughout in the prosecution of the enterprise. Great l'oer Available. The scene of the proposed undertak ing is at Five-Wile Rapids, two miles fibove the lower entrance of the Celilo Canal and live and. one-half miles up the Columbia from The Dalles. The river at this point polarizes sharply from a width of 1500 feet to a width of 240 feet at low water, affording, for so large a stream, an ideal dam site, with a clean rock bottom that provides excellent anchorage. From a width of 240 feet at the low-water mark the dam could have u maximum length at the rim of the gorge, which is of solid ba Baltio rock, of approximately 400 feet. The power which it is estimated may be developed at this point could be suf ficient for municipal purposes for all the cities and towns in the Columbia basin, for the operation of hundreds of great factories, for the electrification of the Nortli Bank and other railroads, for the pumping of water for Irrigation purposes, and for numberless other uses that would assist In the rapid develop ment of thousands of square miles of territory. Plans that are virtually complete, showing the immense possibilities of the project, have been made by Sena tor Day and William E. Morris, a civil engineer, who was chief engineer of the Cascade Locks, which were built by the firm of J. Q. and I. N. Day. These plans are the resuit of several years" work on the part of Senator Day and Mr. Morris, who figured on the project with the Intention of Its de velopment as a private enterprise. Owing to its great cost and the fact that an Immediate market does not exist for the resultant enormous power they have been unable to Interest suf ficient capital, and have satisfied them selves that if the project is to wait on private enterprise it will be many years and perhaps generations before It is consummated. Data Already Compiled. The work of the contemplated com mission will be greatly facilitated by the data, diagrams and maps based on soundings, gauge readings, surveys and other observations, the result of Mr. Morris' work, so that Mr. Day believes that the commission will be able to report to the Legislature within SO days'after it is appointed. Mr. Morris figures show that while the project will develop at least 100,000 horsepower during the months of January and February, when the Columbia is at Its lowest stage, that power will be in creased many times over during the Summer months when the river is high. Power could be developed from this prelim inary canal sufficient to operate all drills, hoists, trams and other ma chinery necessary in the prosecution of the main project. This preliminary canal, as well as the main canal, which construction would follow, would be cut entirely In hard xock, requiring for the most part such unskilled labor as the convicts could furnish. However, the project is of such mag nitude that even with the entire con vict forces of Oregon and Washington at work, there will still be a big de mand for both skilled and unskilled labor. Coat Not Prohibitive. The main power plant would be lo cated on the Washington side of the river, at the end of a canal 10,000 feet long and of sufficient size to carry more than the entire volume of the river at low water". This canal would provide a fall of 40 feet at Its lower end, where It could empty Into the Columbia at the Big Eddy. While the cost would be great, care ful computation discloses the fact that it would be well within the bounds of economic safety, with an ultimate value to the territory benefited that is lit erally Incalculable. Utilization of the project need not wait on Its completion, as minor plants be established, operated by water taken at intervals from the main canal into lateral canals spilling into the Colum bia and in many cases not to exceed 100 feet in length. In fact, these smaller plants would probably be a feature of the completed project, as being the best means of handling the large volume of water, especially at high stages.
