TIME LIMIT NOT NAMED length "Which It Is Desired Grant to Ran Will Be Considered at Time Court Taken Up Applica tion of Company. The Northwestern Electric Company has made application to the County Court of Multnomah County tor a blanket franchise entitling it to bring its power transmission lines along the county roads from the Columbia River to the city limits of Portland at the end of Fremont street, and at the inter section of Columbia boulevard with Vancouver avenue. This means that the company is to reach the heart of the city with its lines along two of the most important East Side thoroughfares. Vancouver avenue, which runs north and south, and Fremont avenue, which runs east and west. The request is made that the fran chise cover the following: South on road No, 741 from the Co lumbia River to the northwest corner of the town of Fairview; west on Sandy road to its merger with Columbia boule vard and thence along Columbia boule vard to its intersection with Vancouver avenue: south along Cully road from Columbia boulevard to the Fremont road, which is Fremont street extended; west along Fremont road somewhat less than a mile to a crossroad, known as road No. 316, and along road No. 316 north again to Columbia boulevard; also along road No. 752 east and west be tween Cully road and road No. 316. Itoad No. 752 runs parallel with Fre mont road a little north of a point midway between Fremont road and Columbia boulevard. The franchise, drawn by the com pany's attorneys, is silent as to the length of time it Is desired the fran chise shall run. The County Court probably will take up consideration of the application today. The Northwestern Electric Company has a power plant in course of con struction near White Salmon, Wash. At an election on November 2 the peo ple of Portland, by an overwhelming majority, affirmed a franchise granted the company by the City Council per mitting the sale of electric light and power in the city. The transmission lines which the company is asking permission to run along the county roads will cross the Columbia River from a point near Camas, Wash. The company has ac quired, by condemnation and purchase, a private right of way west along the river to the county road which connects Fairview with the river. DAILY METEOROLOGICAL REPORT. PORTLAND. The Orcat Lakes' storm Is moving slowly down the St. Lawrence Valley, and is at tended with high winds, but very little pre cipitation. Hiph atmospheric pressure ob tains over the Western and Southern states. A large high-pressure field Is spreading southward over the Northern Rocky Moun tain aid Northern Plains states. Very little precipitation has occurred anywhere in the United states within the last 30 hours. The weather Is warmer in Western Washington, Southeastern New Mexico, In the lower Mis sissippi an.t Ohio Vail-ya. Uke region, east Oulf and Atlantic stales, and St. Lawrence Valley: it is much colder in interior West ern Canada, the Northern Bocky Mountain and Northern Plains antes, Iowa and Min nesota.
