Art of Congress Will Be Xeeeesarr to Validate Agreement Which Gives Town Room for Street, CHEHALIS. Wash., Jun 14. (Spe cial.) After many year ot dispute. th differences between toe Northern Pacific and the citlxens of Wlnlock over right-of-way through that city have been satisfactorily adjusted. The agreement Is the result of a recent meeting of railroad and town offi cial Th cause of the dispute was th question of the ownership to land lying on each side of the Northern Pacific right-of-way. Th land grant received by the railway company from the Fed eral Government by act of Congress originally entitled th company to a strip 200 feet wide tor right-of-way. Wlnlock property owners have built to within SO feet of th center of the company's right-of-way on the west side and to within 70 feet on the V-ast side. Under the agreement that has been concluded, the railway company accepts a strip of land 100 feet wide This leave the City of Wlnlock 20 feet on the east side on which to build a street, and on the west side the own er will have to build sidewalks on their own property. Some settlement of th dlsput haa been talked of for years, but It was not until recently that matters wer brought to a focus. In 108 th city made plan to Improve the road west of tha track. An Injunction that fol lowed prevented and nothing was don. Later Charles Blum began erection of a warehouse on property claimed by th Northern Pacific, and this was also stopped by an Injunction. These ca.se f will now be dismissed, and by an act of Congress, which. It Is stated, will ba necesssry to validate the agreement as to right-of-way, the matter will be finally ended. Th House conferees are Insisting that they will not stand for this In crease, but Senate members of the con ference Insist that this and all other Increases are justified by the recom mendation of th Army engineers and that no Increases have been mad that wr not recommended by Uie War Department. In regard to the Celllo Canal, the en gineer specifically said that If they could have 1(00.000 this year and a like amount of even $1,000,000 annually thereafter, they could hasten the com pletion of this project and effect a sub stantial saving In cost. It was on this report that th Senate Increased Its appropriation to th figure named. Senatora on th conference commit tee declared at today'a meeting that they will not recede from their more important amendments and House membera threatened to defeat the en tire bill rather than permit it to pass with the Senate amendments attached. It is understood that none of th other Northwestern amendments is at tacked by the House. Celllo being the largest Incresse made In that section.
