The sea ran so high, however, backed by a stiff northwest wind, that the patch was torn off and the engine- rooms flooded and made useless. The. vessel waa cleared only by a long siege at the band pumps. With oil baits attached, the ves sel has bees driven IS feet higher on the bar. but tomorrow morning at 1:45 o'clock, when the tide la due to be 7 5:10. an effort will be mad to pull her off. The tide at this time will be 1:4 higher than at any time In the last ! hours, and it la believed this, the third attempt, will be successful. Kaarlaeer la Braided. William Campbell, of Tillamook, sec ond engineer, was scalded by a break ing steam pipe on the donkey engine on the Jetty this morning. Others of the rescuing partT had close escapes, when a narrow plank on which they were standing broke In the center and precipitated them to the rocks. The vessel has been stranded since last Friday night, and the high sea made the rescue of the crew Sunday hazardous, the lifeboats being capslxed In the attempt. It Is believed certain, will give them the pnwer. so far as the Ftatc Engi neer's office is concerned, by paying 13200 fees for filing on the waters of the, lake and river. This is prepara tory to the development of 44.3l horse power and the expenditure of $l.5S0.nO0 In Improvements. The Southern Pacific asked for 3S.P00 horsepower and promised to make Im provements at a contemplated cost of el.Sn1.000. State Engineer I.cwls said today that undoubtedly the proposition of the Mc Kenxie Valley Irrigation & Power Com pany will be accepted and the filing approved. "Inasmuch as the Mch'nile Galley company asks for aster for irrigation. and power development as wall, it is practically as great a development as -an be attained from the waters, and as broad a use as can be given. The Mc Kenxie Valley company has a prior filing to that of the Southern Pacific' With the Hill interests evidently w inning out. it. will mean that work on th enormous Improvements contem plated must be started trlthln a year and finished within five years.
